【摘要】：在綜合國力的構(gòu)成中,文化不僅是作為一個獨立的重要因素而發(fā)揮作用,而且還滲透、融合在綜合國力的其他因素中而發(fā)揮作用。這一現(xiàn)實變遷對各國執(zhí)政黨的執(zhí)政理念、執(zhí)政方略、執(zhí)政方式等提出了嚴(yán)峻的挑戰(zhàn),促使執(zhí)政黨將文化的因素滲透、融合在執(zhí)政領(lǐng)域。而這滲透、融合過程并不是一蹴而就的,需要執(zhí)政文化建設(shè)理論體系的指導(dǎo),才能取到良好效果。據(jù)此,通過采用文獻、歷史和比較研究方法對中國共產(chǎn)黨執(zhí)政文化建設(shè)作初步探討。首先歸納了學(xué)者們關(guān)于中國共產(chǎn)黨執(zhí)政文化建設(shè)的相關(guān)論述。其次,概述了中國共產(chǎn)黨執(zhí)政文化建設(shè)的基本理論。再次,從黨的先進性、執(zhí)政合法性和黨的執(zhí)政能力建設(shè)以及黨面對外來的壓力這四個角度論述了加強中國共產(chǎn)黨執(zhí)政文化建設(shè)的必要性。第四,從執(zhí)政文化建設(shè)的理論基礎(chǔ)、執(zhí)政思維以及執(zhí)政文化內(nèi)容這三個方面介紹了我國執(zhí)政文化建設(shè)取得的成就,并從執(zhí)政文化建設(shè)的主體素質(zhì)、執(zhí)政文化建設(shè)的理論和內(nèi)容、執(zhí)政文化建設(shè)的途徑和載體、執(zhí)政文化建設(shè)的激勵和監(jiān)督機制這四個方面闡述了執(zhí)政文化建設(shè)存在的問題及成因。第五,從兩個方面探討加強中國共產(chǎn)黨執(zhí)政文化建設(shè)的對策。一方面指出中國共產(chǎn)黨執(zhí)政文化建設(shè)要遵循社會主義原則、歷史主義原則、唯物主義原則和科學(xué)理性原則。另一方面,給出了加強中國共產(chǎn)黨執(zhí)政文化建設(shè)的措施,即加強對執(zhí)政文化建設(shè)主體的武裝,提高執(zhí)政文化建設(shè)能力；加強執(zhí)政文化建設(shè)內(nèi)容的創(chuàng)新,堅持與時俱進；豐富中國共產(chǎn)黨執(zhí)政文化建設(shè)的途徑和載體；完善執(zhí)政文化建設(shè)的激勵機制和黨內(nèi)監(jiān)督機制；優(yōu)化執(zhí)政文化建設(shè)的環(huán)境。最后,總結(jié)了文章的研究設(shè)想并指出了研究不足之處。
[Abstract]:In the composition of comprehensive national strength, culture not only plays a role as an independent and important factor, but also infiltrates and melts into other factors of comprehensive national strength. The strategy and manner of governing put forward severe challenges, which urge the ruling party to infiltrate the cultural factors into the governing field. However, the process of integration is not accomplished overnight, so it needs the guidance of the theoretical system of the construction of the governing culture. According to the literature, history and comparative research methods, this paper makes a preliminary discussion on the construction of the ruling culture of the Communist Party of China. First, it summarizes the relevant expositions of scholars on the construction of the ruling culture of the Communist Party of China. Secondly, it discusses the construction of the ruling culture of the Communist Party of China. This paper summarizes the basic theory of the construction of the ruling culture of the Communist Party of China. Thirdly, from the perspective of the advanced nature of the Party, This paper discusses the necessity of strengthening the construction of the ruling culture of the Communist Party of China from the four angles of ruling legitimacy and the construction of the ruling ability of the Party, and the Party faces the external pressure. 4th, from the theoretical basis of the construction of the ruling culture, This paper introduces the achievements of the construction of the governing culture in China from the aspects of the ruling thinking and the content of the governing culture, and introduces the main quality of the construction of the governing culture, the theory and content of the construction of the governing culture, the ways and carriers of the construction of the governing culture. This paper expounds the problems and causes of the construction of governing culture from the four aspects of the incentive and supervision mechanism of the construction of governing culture. 5th, This paper probes into the countermeasures to strengthen the construction of the ruling culture of the Communist Party of China from two aspects. On the one hand, it points out that the construction of the ruling culture of the Communist Party of China should follow the principles of socialism, historicism, materialism and scientific rationality, on the other hand, The measures to strengthen the construction of the ruling culture of the Communist Party of China are put forward, that is, to strengthen the armed forces of the main body of the construction of the ruling culture, to improve the ability of the construction of the governing culture, to strengthen the innovation of the contents of the construction of the ruling culture, and to. It enriches the ways and carriers of the construction of the ruling culture of the Communist Party of China; consummates the incentive mechanism and the inner-party supervision mechanism of the construction of the ruling culture; and optimizes the environment of the construction of the ruling culture. Finally, it summarizes the research ideas of the article and points out the deficiencies of the research.
