【摘要】：在英國,解決無家可歸問題是英國政府住房政策中非常重要的一項內(nèi)容。在這些無家可歸的人中,黑人以及其他少數(shù)種族人群占有非常高的比例�；谶@個原因,本文作者試圖對黑人以及其他少數(shù)種族人群受到住房救助情況進行綜合的分析。分析參考了蘇格蘭政府的關(guān)于無家可歸人士的報告,英格蘭住房調(diào)查,以及其他文獻。 首先,本文探討了無家可歸的理論和實際含義.其次,本文研究了造成黑人以及其他少數(shù)種族人群無家可歸的主要因素,并在此基礎(chǔ)上,得出他們所需的不同程度以及不同種類的住房救助。再次,本文全面分析了黑人以及其他少數(shù)種族人群中無家可歸人士得到非政府幫助以及政府住房救助的狀況。 在以上分析之后,本文作者提出了發(fā)展針對不同文化的無家可歸人士采取具有文化敏感度的住房救濟政策和措施的幾項建議。其中包括(1)通過對對住房救助服務(wù)人員的不同文化的培訓,使得他們在評估黑人以及少數(shù)民族人群的住房需要時,能夠摒棄偏見,打破固定觀念,更加準確地了解他們的住房需求;(2)倡導(dǎo)主流住房提供機構(gòu)和黑人以及其他少數(shù)種族人群經(jīng)營的住房提供機構(gòu)的合作;(3)加強黑人以及少數(shù)種族人群參與住房政策的制定和決策。
