【摘要】：1991年，，柬埔寨開始進(jìn)行電子政務(wù)建設(shè)。為了與柬埔寨王國(guó)持續(xù)民主多元化的趨勢(shì)相一致，柬埔寨政府加快電子政務(wù)建設(shè)。從國(guó)會(huì)制到兩院制的歷史性轉(zhuǎn)變?yōu)榧訌?qiáng)政治穩(wěn)定、國(guó)家和平和社會(huì)民主做出了重要貢獻(xiàn)，這些是柬埔寨王國(guó)社會(huì)經(jīng)濟(jì)發(fā)展的基礎(chǔ)條件。電子政務(wù)建設(shè)是支撐法制框架下的各種改革和柬埔寨王國(guó)向區(qū)域化、國(guó)際化發(fā)展的重要支柱。 雖然柬埔寨電子政務(wù)在建設(shè)初期遇到了許多困難，但目前柬埔寨電子政務(wù)建設(shè)已經(jīng)推動(dòng)了柬埔寨王國(guó)法律系統(tǒng)的發(fā)展與完善，同時(shí)樹立起了對(duì)國(guó)家和人民負(fù)責(zé)任的最高國(guó)家政府部門的形象。行動(dòng)計(jì)劃的完成為未來(lái)柬埔寨電子政府的成功指明了方向，也增強(qiáng)了信心。 要完成此項(xiàng)行動(dòng)計(jì)劃，首先需要所有具有集體責(zé)任感、奉獻(xiàn)精神和有意參與的人以主人翁的責(zé)任感共同努力去實(shí)現(xiàn)。同時(shí)，電子政務(wù)建設(shè)需要與政府部門、慈善機(jī)構(gòu)、無(wú)政府組織、公民社會(huì)、國(guó)際組織和友好國(guó)家建立廣泛合作關(guān)系以保證電子政務(wù)建設(shè)的成功。
