【摘要】： 關于美國911后反恐戰(zhàn)爭的影響,可以自各種不同的面向剖析,其分析觀察的}P果也必然存在差異性。本文旨在回顧現(xiàn)有的文獻中對于自由及安全的傳統(tǒng)辯論,以探究在911恐怖襲擊后公眾的態(tài)度及國內(nèi)國際影響。本文研究了美國愛國者法案中關于情報部門及執(zhí)法機構(gòu)間的信息共享的條款,強調(diào)了他們擴展調(diào)查范圍對于國家公民自由的影響;同時也對美國在911后軍事外交方面所采取的措施進行了分析,闡述了其影響以及美國公民在國家安全和公民自由權(quán)利方面的顧慮。美國國內(nèi)社會發(fā)生明顯的變化,總統(tǒng)的權(quán)力得到空前的擴大。美國的移民政策更為強硬。反恐成為國家政治生活的中心,改變了社會與道德情緒,愛國主義高漲。在美國公眾中有普遍的不安全感。反恐成為美國國內(nèi)政治和對外關系中的主要因素。然而,部分反恐措施對公民自由的刻意且持續(xù)不斷的侵害,不僅損害了美國民主,也阻礙了美國式民主在世界范圍內(nèi)的持續(xù)性。因此,無論是和平時期還是戰(zhàn)爭時期,從民主衍生而來的民主價值及公民自由必須予以保持。
