中非共和國(guó)（以下簡(jiǎn)稱“中非”）的平民不斷受到暴力犯罪的威脅。在除首都班吉以外的幾乎所有地區(qū),武裝組織之間的戰(zhàn)斗仍在繼續(xù)。自2016年5月以來(lái),武裝組織發(fā)動(dòng)的襲擊,包括以前幾乎沒有發(fā)生過(guò)武裝沖突的地區(qū)在內(nèi),已經(jīng)造成數(shù)百人死亡,上萬(wàn)人流離失所。中非當(dāng)前的政治危機(jī)可以追溯到2013年3月24日,穆斯林團(tuán)體塞雷卡叛軍聯(lián)盟推翻總統(tǒng)弗朗索瓦·博齊澤。塞雷卡的暴政導(dǎo)致了反巴拉卡組織的形成。目前中非國(guó)內(nèi)局勢(shì)暴力升級(jí)的根源不僅在于穆斯林和基督教社區(qū)之間的分歧,而且還在于各個(gè)武裝組織之間經(jīng)濟(jì)利益和政治利益的變化。2017年5月,聯(lián)合國(guó)維和特派團(tuán)（MISCA）和聯(lián)合國(guó)人權(quán)事務(wù)高級(jí)專員辦事處調(diào)查發(fā)現(xiàn),反巴拉卡和塞雷卡部隊(duì)可能在2013-2016年間犯下戰(zhàn)爭(zhēng)罪和反人類罪。自2013年初以來(lái),反巴拉卡組織和塞雷卡部隊(duì)都針對(duì)平民使用了性暴力。
