我們生活的世界比以往任何時(shí)候都處于十字路口,各國人民之間的關(guān)系和交流現(xiàn)在是不可避免的。事實(shí)上,每一個(gè)國家、每一個(gè)國家都有強(qiáng)烈的自強(qiáng)愿望,以便在國際一級(jí),它可以根據(jù)自己的需要,在自己需要的時(shí)候和與誰交換,因?yàn)槭澜绲暮推脚c穩(wěn)定取決于所有國家的和平與穩(wěn)定,進(jìn)而取決于所有人民的和平與穩(wěn)定,這是合乎邏輯的。只要一些國家只謀求自己的和平與穩(wěn)定,而不利于其他國家,就永遠(yuǎn)存在不平等、仇恨和爭吵,這些不平等、仇恨和爭吵將不斷加劇我們今天所經(jīng)歷的災(zāi)禍,并破壞世界和平的穩(wěn)定:戰(zhàn)爭、恐怖主義、移民、罷工、沖突等等。沒有人能夠幸免:剛果戰(zhàn)爭在法國產(chǎn)生了影響,正如埃塞俄比亞的旱災(zāi)和饑荒在美國產(chǎn)生了影響一樣,馬丁·路德·金（Martin Luther King Jr.）說:“我們必須學(xué)會(huì)像兄弟一樣生活在一起,否則我們都會(huì)像白癡一樣死去”。幾個(gè)世紀(jì)前,非洲經(jīng)歷了一些明確標(biāo)志著其歷史的事件:從16世紀(jì)到18世紀(jì)的奴隸制、19世紀(jì)的殖民統(tǒng)治和20世紀(jì)的獨(dú)立。因此,宣布獨(dú)立標(biāo)志著殖民地向殖民者征服的結(jié)束,從此引入自由、平等、自決和最重要的主權(quán)概念。而這正是大多數(shù)其他殖民者所采用的方法,但法國卻沒有,因?yàn)榉▏吹阶约涸谝贿B串...
