加納蘇亞尼市公共部門決策中的公眾參與:關(guān)于電子參與的看法

  作為非洲民主的搖籃,加納的分權(quán)政策始于1988年,其主要是為了加強(qiáng)加納的代議、審議和參與民主制,由此通過集權(quán)到分權(quán)的途徑來確保當(dāng)?shù)鼐用駞⑴c到當(dāng)?shù)厥聞?wù)中。然而,實(shí)際這種分權(quán)的中心目標(biāo)存在著漏洞,因?yàn)楣妳⑴c的發(fā)展規(guī)劃并未處于中心階段。本文的研究目的一是研究加納目前的公眾參與機(jī)制及這種機(jī)制是如何提高公眾參與度的;二是研究公眾參與的制約因素、挑戰(zhàn)及公眾參與帶來的回報(bào);三是研究加納決策者是如何認(rèn)識(shí)到通過互聯(lián)網(wǎng)機(jī)制來獲得更廣泛的公眾參與度。本文采用了案例分析法,主要分析了蘇尼亞尼西部地方議會(huì)是如何讓公眾參與到地方?jīng)Q策中。研究發(fā)現(xiàn),公眾聽證會(huì)、公眾選舉和大眾媒體是公眾參與決策最常見平臺(tái),但這些平臺(tái)很難確保所有公眾都能參與到社區(qū)決策。同時(shí)也發(fā)現(xiàn),大多數(shù)的公眾是被動(dòng)參與到蘇尼亞尼地方議會(huì)中的,這導(dǎo)致一些社區(qū)主動(dòng)放棄工程并且抗議去承擔(dān)某些工程。起初,參與的大多數(shù)都是年輕人,他們熱衷參與地方議會(huì),但他們認(rèn)為參與到純粹的技術(shù)性平臺(tái)已變得很困難,因此他們主張網(wǎng)絡(luò)參與。它強(qiáng)調(diào)很多公民使用智能設(shè)備如手機(jī)、iPad、筆記本電腦等和更高水平的互聯(lián)網(wǎng)訪問來,可以使網(wǎng)絡(luò)參與成為蘇尼亞尼西部議會(huì)決策中提高公民參與度的一種采...
