10年殘酷的內(nèi)戰(zhàn)結(jié)束7年后,塞拉利昂繼續(xù)面臨嚴(yán)重的人類(lèi)發(fā)展挑戰(zhàn),超過(guò)60%的人口生活在貧困線(xiàn)以下,農(nóng)村地區(qū)占貧困人口的比例最大。塞拉利昂的項(xiàng)目和資源非常有限,無(wú)法向受影響最嚴(yán)重的人提供社會(huì)援助,因?yàn)槿簺](méi)有一個(gè)連貫的安全網(wǎng)系統(tǒng),無(wú)法及時(shí)應(yīng)對(duì)沖擊。實(shí)現(xiàn)這一目標(biāo)后,塞拉利昂政府在世界銀行的財(cái)政支持下設(shè)立了社會(huì)安全網(wǎng)（SSN）項(xiàng)目,旨在向塞拉利昂農(nóng)村地區(qū)九（9）個(gè)地區(qū)的極貧困家庭提供收入支持。本研究將通過(guò)對(duì)所有過(guò)程輸入、工具、技術(shù)和輸出進(jìn)行分類(lèi),討論并檢查如何實(shí)施這些過(guò)程,為塞拉利昂項(xiàng)目的設(shè)計(jì)和實(shí)施提供一個(gè)簡(jiǎn)化的結(jié)構(gòu),以建立一個(gè)主要關(guān)注目標(biāo)的基本國(guó)家安全網(wǎng)系統(tǒng)、項(xiàng)目工資設(shè)置及直接和間接效益的關(guān)鍵構(gòu)建塊。為了實(shí)現(xiàn)這些目標(biāo),本研究將考慮從定量和定性數(shù)據(jù)收集和分析的結(jié)合中獲得的信息,并將應(yīng)用項(xiàng)目管理工具（如工作分解結(jié)構(gòu)）來(lái)識(shí)別項(xiàng)目中涉及的活動(dòng);用甘特圖來(lái)確定負(fù)責(zé)人和不同任務(wù)活動(dòng)的持續(xù)時(shí)間。結(jié)果將旨在實(shí)現(xiàn)交付問(wèn)題及其對(duì)塞拉利昂農(nóng)村地區(qū)受益者及其家庭減少貧困和脆弱性的影響。
