國際移民及其政策研究

【摘要】: 在全球化的今天,跨國人口遷移已越來越成為一個引人注目的問題。據(jù)國際移民組織(IOM)2008年發(fā)布的國際移民報(bào)告稱,截至2007年,全球國際移民人數(shù)已達(dá)2億,其中4000萬為非法移民。最近35年來,國際移民人數(shù)增加了一倍,特別是國際非法移民人數(shù)迅猛增長。國際移民問題對國家的政治、經(jīng)濟(jì)、文化等方面造成了難以估量的影響。在過去二十年中,移民成為西方社會文化沖突,由單一社會向多元文化社會轉(zhuǎn)型的重要原因。無論美國還是歐洲的政策制定者,無不把國際移民問題當(dāng)作其國內(nèi)最大的政治問題及國家面臨的最大挑戰(zhàn)之一。 國家的移民政策是決定國際移民發(fā)生、發(fā)展、模式及治理的至關(guān)重要的因素。如果說由于經(jīng)濟(jì)或政治方面的原因?qū)е聜€人的移民愿望,那么,是國家的國際移民政策最終決定這種遷移能否實(shí)現(xiàn),以何種方式實(shí)現(xiàn),以及國際移民的規(guī)模。同時,國際移民政策又受到諸多因素的影響。 在全球化時代,各國相互依存不斷加深,以前屬于一國主權(quán)范圍內(nèi)的事情,現(xiàn)在可能變?yōu)閲H化的事情了。一個國家的移民政策往往不再是該國的內(nèi)政問題,因?yàn)樗瑫r會對其他的相關(guān)國家造成影響,對國際關(guān)系造成影響,所以絕對的、排它的主權(quán)觀念亦應(yīng)作適當(dāng)?shù)恼{(diào)整。本文主要探討了國際移民及其政策的影響因素,分析了國際移民及其政策與國際關(guān)系的互動。 本文首先梳理和評價(jià)了國際移民及其政策的相關(guān)理論,進(jìn)而勾勒出國際移民政策分析的框架和本研究的主要問題。繼而,在第三章分析了國際移民政策的制定理論。通過對國家移民政策的考察,從國際體系與國際機(jī)制、國家對外關(guān)系、國內(nèi)政治、國內(nèi)經(jīng)濟(jì)以及國內(nèi)社會文化等五個方面提出了影響國際移民政策制定的因素,勾畫出國際移民政策影響國際移民的理論解釋框架。在厘清了決定國際移民及其政策的主要因素之后,對美國、英國和法國在19世紀(jì)晚期到21世紀(jì)早期的移民政策的演進(jìn)和發(fā)展進(jìn)行分析,提供社會經(jīng)濟(jì)和外交政策塑造移民政策的案例分析,進(jìn)而深入探究影響不同類型國際移民政策的具體變量是什么,決定不同類型的國際移民政策的具體因素有哪些。在本文的最后部分,探討了國際移民政策與國際關(guān)系的互動,認(rèn)為在國際移民系統(tǒng)中,國際移民及其政策影響國家安全、國家對外政策以及國際安全,而反過來國際關(guān)系也制約著移民政策的制定。
[Abstract]:In today's globalization, transnational population migration has become a more and more noticeable problem. According to the 2008 International Migration report released by the International Organization for Migration (IOM), as of 2007, the number of international migrants worldwide had reached 200 million, of which 40 million were illegal immigrants. In the past 35 years, the number of international migrants has doubled, especially the number of international illegal immigrants. The problem of international migration has an inestimable impact on the political, economic, cultural and other aspects of the country. In the past two decades, immigrants have become an important reason for the transformation from a single society to a multicultural society. Both American and European policymakers regard the issue of international migration as one of the biggest political problems in their countries and one of the biggest challenges facing the country. National immigration policy is a vital factor in determining the occurrence, development, mode and governance of international migration. If individual migration aspirations are caused by economic or political reasons, it is the country's international migration policy that ultimately determines whether such migration can be achieved, how it will be achieved, and the scale of international migration. At the same time, the international immigration policy is affected by many factors. In the era of globalization, the interdependence of countries is deepening, and what used to fall within the sovereignty of a country may now become an international thing. The immigration policy of one country is no longer an internal matter of that country, because it will have an impact on other countries and international relations at the same time, so absolutely, the concept of exclusive sovereignty should also be adjusted appropriately. This paper mainly discusses the influencing factors of international migration and its policies, and analyzes the interaction between international migration and its policies and international relations. This paper first combs and evaluates the relevant theories of international migration and its policies, and then outlines the framework of international migration policy analysis and the main problems of this study. Then, in the third chapter, it analyzes the formulation theory of international immigration policy. Through the investigation of the national migration policy, this paper puts forward the factors that affect the formulation of the international migration policy from five aspects: the international system and the international mechanism, the national foreign relations, the domestic politics, the domestic economy and the domestic social culture, and outlines the theoretical explanation framework of the influence of the international migration policy on the international migration. After clarifying the main factors that determine international migration and its policy, this paper analyzes the evolution and development of immigration policy in the United States, Britain and France from the late 19th century to the early 21st century, provides a case study of socio-economic and foreign policy shaping immigration policy, and then probes into what are the specific variables that affect different types of international migration policy and what are the specific factors that determine different types of international migration policy. In the last part of this paper, it discusses the interaction between international migration policy and international relations, and holds that in the international migration system, international migration and its policies affect national security, national foreign policy and international security, and in turn, international relations also restrict the formulation of migration policy.
