【摘要】：美國(guó)聯(lián)邦政府建立以來(lái),分權(quán)與集權(quán)這兩種態(tài)勢(shì)在美國(guó)的發(fā)展歷程之中交替占據(jù)主導(dǎo)地位,呈現(xiàn)出一種鐘擺運(yùn)動(dòng)。從美國(guó)發(fā)展歷程鐘擺運(yùn)動(dòng)的發(fā)展趨向來(lái)看,隨著時(shí)間的推移,這種鐘擺運(yùn)動(dòng)的擺幅不斷變小,展現(xiàn)出趨中態(tài)勢(shì)。當(dāng)前,我國(guó)的行政改革進(jìn)入一個(gè)新的階段,為了保障行政改革的成功,我國(guó)政府應(yīng)該根據(jù)現(xiàn)實(shí)需要在行政改革過(guò)程中找準(zhǔn)分權(quán)與集權(quán)的度�；诖�,有必要從歷史的角度對(duì)美國(guó)"分權(quán)—集權(quán)"鐘擺運(yùn)動(dòng)展開(kāi)分析并探討其成因、發(fā)展趨向及對(duì)我國(guó)的啟示。
[Abstract]:Since the establishment of the federal government of the United States, decentralization and centralization have alternately occupied a dominant position in the development of the United States, showing a pendulum movement. According to the development trend of pendulum movement in the United States, with the passage of time, the swing of this kind of pendulum becomes smaller and smaller, showing a trend towards the center. At present, the administrative reform of our country has entered a new stage. In order to ensure the success of the administrative reform, our government should find the degree of decentralization and centralization in the course of administrative reform according to the practical needs. Based on this, it is necessary to analyze the "decentralization-centralization" pendulum movement in the United States from the historical point of view, and to discuss its causes, development trend and enlightenment to our country.
