基于PDCA理論的政府績(jī)效管理模型研究
[Abstract]:This paper introduces the background and practical significance of the theory of performance management, analyzes the related concepts of government performance management, and probes into the theoretical basis of the model of government performance management based on PDCA theory. From the point of view of the necessity of constructing the government performance management model based on PDCA theory, this paper deeply analyzes the strategic orientation and data orientation in the government performance management "P-D-C-A cycle". The four defects of civic orientation and ability consciousness; Then creatively put forward the design idea, basic structure, model component and function of the government performance management model based on PDCA theory in our country. Then take Xiamen as an example to prove the feasibility of the model. Finally, the application of the model to the government is summarized and analyzed. This paper is based on the view of enterprise scientific performance and the achievements and experiences of western countries in government performance management. It is believed that the construction of the government performance management model based on PDCA theory can fundamentally alleviate most of the institutional problems that the Chinese government has temporarily avoided since the reform and opening up. Can well handle the strange circle of the reform and adjustment of the relationship between the central and local governments, can promote the optimization and improvement of the governance mechanism of our government, and can comprehensively improve the comprehensive quality and management ability of government functionaries. It is of great significance for our country to construct a new service limited government and a high quality government in line with the requirements of WTO. Therefore, it is urgent to strengthen the research of government performance management model combined with our country's national conditions. In addition, on the construction of government performance management model based on PDCA theory, this paper holds that performance management is not isolated, and the establishment of performance management system has a series of preparatory work and preconditions. The implementation of performance management is not a simple one-way process, but a spiral process based on PDCA.
