【摘要】： 非政府組織是在全球化背景下興起的一種社會組織形式。隨著全球化程度的不斷加深,非政府組織的國際化成為一種重要現(xiàn)象。非政府組織國際化的一個重要表現(xiàn)就是非政府組織跨國開展活動。過去二十年里,外國非政府組織進入俄羅斯開展活動,對俄羅斯政治、經(jīng)濟以及社會各方面都產生了重要影響。截至2005年左右,俄羅斯政府對外國非政府組織的管理較為松散。但是,21世紀初在中亞東歐等國相繼發(fā)生的“顏色革命”中,外國非政府組織所扮演的角色引起了俄羅斯政府的警覺。此后,出于對俄羅斯國家安全和國家利益等各方面考慮,俄羅斯政府采取了一系列重要舉措應對在俄羅斯活動的外國非政府組織。 本文主要考察外國非政府組織在俄羅斯活動及其歷史條件,以及俄羅斯政府的應對舉措,重點是2005年以來俄羅斯政府所采取的各項新措施及其效應。分析框架如下:第一部分分析外國非政府組織在俄羅斯興起的歷史背景條件;第二部分概述外國非政府組織在俄羅斯發(fā)展的四個主要階段和活動情況;第三部分分析外國非政府組織給俄羅斯帶來的現(xiàn)實和潛在影響;第四部分著重考察普京政府應對外國非政府組織的一系列新舉措;第五部分評價俄羅斯應對外國非政府組織的各項舉措并從中得出若干啟示。 本文運用數(shù)據(jù)和案例分析,在結合實證的過程中力求客觀評估外國非政府組織在俄羅斯活動的作用,在此基礎之上進而全面評價俄羅斯政府的各項應對措施及其效果。本文認為,俄羅斯政府基于國家安全和政治穩(wěn)定的考慮,積極應對外國非政府組織是必要的。但是,應對外國非政府組織的措施應符合國家穩(wěn)定與發(fā)展的基本需求,并且不應違背國家改革與開放的基本方向。中國同俄羅斯在國情、發(fā)展道路以及所面對的外部世界等方面存在一些共性,本文的研究對中國應對外國非政府組織具有借鑒意義。
[Abstract]:Non-governmental organizations (NGOs) are a form of social organization rising under the background of globalization. With the deepening of globalization, the internationalization of NGOs has become an important phenomenon. An important manifestation of the internationalization of NGOs is the transnational activities of NGOs. Over the past two decades, foreign NGOs have come into Russia to carry out activities that have had an important impact on Russia's political, economic and social aspects. By about 2005, the Russian government had loosely regulated foreign NGOs. At the beginning of the 21st century, however, in the color revolution in Central Asia and Eastern Europe, the role played by foreign NGOs aroused the Russian government's vigilance. Since then, the Russian government has taken a series of important measures to deal with foreign NGOs operating in Russia in consideration of various aspects such as Russia's national security and national interests. This paper focuses on the activities of foreign NGOs in Russia and their historical conditions, as well as the measures taken by the Russian government to deal with them. The emphasis is on the new measures taken by the Russian government since 2005 and their effects. The analysis framework is as follows: the first part analyzes the historical background conditions of the rise of foreign non-governmental organizations in Russia, the second part summarizes the four main stages and activities of the development of foreign non-governmental organizations in Russia; The third part analyzes the realistic and potential impact of foreign NGOs on Russia, and the fourth part focuses on a series of new measures taken by Putin government to deal with foreign NGOs. The fifth part evaluates Russia's measures to deal with foreign NGOs and draws some enlightenment from them. Based on the data and case analysis, this paper tries to objectively evaluate the role of foreign NGOs in Russia, and then evaluates the Russian government's response measures and their effects in an all-round way. This paper argues that it is necessary for the Russian government to actively deal with foreign NGOs on the basis of national security and political stability. However, the measures to deal with foreign NGOs should meet the basic needs of national stability and development, and should not run counter to the basic direction of national reform and opening up. There are some commonalities between China and Russia in such aspects as the national conditions, the way of development and the external world they face. The research in this paper is of great significance for China to deal with foreign non-governmental organizations.
