【摘要】：正在冷戰(zhàn)結(jié)束后的"第三波"民主化浪潮中,多數(shù)新實現(xiàn)民主化的國家都出現(xiàn)了水土不服的情況。特別是在非洲,與成熟的民主國家相比,非洲國家往往出現(xiàn)選舉輸家不接受選舉結(jié)果的情況,輕則質(zhì)疑選舉獲勝方選舉舞弊甚至選舉操縱,重則引發(fā)選后沖突甚至內(nèi)戰(zhàn)。本文將這一現(xiàn)象統(tǒng)稱為"輸家政治",即選舉輸家不接受選舉結(jié)果、不愿通過法律渠道質(zhì)疑選舉結(jié)果或通過法律渠道但卻不接受法律裁決,相反采取從抵制直至沖突的對抗性措施。輸家
[Abstract]:In the third wave of democratization after the end of the Cold War, most of the newly democratized countries are in an unpalatable state. Especially in Africa, African countries often do not accept the election results compared with mature democracies, lightly question the election fraud or rigging of the victors, and cause post-election conflicts and even civil wars.
