【摘要】：長(zhǎng)期以來(lái),軍隊(duì)一直是影響埃及政治發(fā)展的重要因素。伴隨著埃及近代歷史進(jìn)程,軍方形成了獨(dú)特的團(tuán)體性特征,其表現(xiàn)為團(tuán)體意識(shí)、利益特殊化和獨(dú)立決斷能力,由此決定埃及軍方在政治和社會(huì)變革時(shí)期的決策傾向和行為方式。中東變局發(fā)生后,埃及教俗之間的對(duì)峙、軍方與文官政府(穆?tīng)栁鲿r(shí)期)之間的矛盾相互交織,但是,軍方仍直接或間接主導(dǎo)著埃及政治轉(zhuǎn)型進(jìn)程,其作用具有雙重性:既是維護(hù)埃及社會(huì)穩(wěn)定的最重要力量,對(duì)于防止社會(huì)分裂、保證社會(huì)秩序、結(jié)束政治混亂發(fā)揮重要作用;同時(shí)作為特殊利益團(tuán)體,其行動(dòng)邏輯乃是明顯維護(hù)軍方特權(quán)地位。從長(zhǎng)遠(yuǎn)看,此狀況將會(huì)阻礙埃及民主化進(jìn)程,甚至損害民主發(fā)展的質(zhì)量。
[Abstract]:For a long time, the army has been an important factor affecting Egypt's political development. With the development of Egypt's modern history, the military has formed a unique group characteristic, which is characterized by group consciousness, special interests and independent decision ability, which determines the decision-making tendency and behavior pattern of the Egyptian military in the period of political and social change. After the change in the Middle East, the confrontation between religion and custom in Egypt and the contradiction between the military and the civilian government (Morsi period) intertwined, but the military still directly or indirectly dominated the political transformation process of Egypt. Its function has duality: it is not only the most important force to maintain social stability in Egypt, but also plays an important role in preventing social division, ensuring social order and ending political chaos; At the same time, as a special interest group, the logic of its actions is to clearly maintain the privileged position of the military. In the long run, this situation will hinder the democratization process in Egypt, and even undermine the quality of democratic development.
