【摘要】：精英是后發(fā)民主國家政治轉(zhuǎn)型的主導(dǎo)力量,是決定著政治轉(zhuǎn)型質(zhì)量和速度的重要影響因素之一。精英是影響烏克蘭國家轉(zhuǎn)型的主導(dǎo)力量,精英的素質(zhì)決定了轉(zhuǎn)型的質(zhì)量和速度,精英的團(tuán)結(jié)決定了烏克蘭社會的團(tuán)結(jié)和轉(zhuǎn)型穩(wěn)定,構(gòu)建高質(zhì)量的精英政治是實現(xiàn)國家發(fā)展和社會穩(wěn)定的要素之一。筆者認(rèn)為,烏克蘭精英具有以下特點:政治精英的準(zhǔn)備不足,缺乏對民主政治和民主秩序的尊重,熱衷于體制外的斗爭和街頭政治,經(jīng)濟(jì)精英(寡頭)粗暴干政破壞了民主制度的合法性,導(dǎo)致嚴(yán)重的政治腐敗和政治危機(jī)頻發(fā);地方精英的民族主義傾向成為烏克蘭"邁丹革命"中的不穩(wěn)定因素,造成國家分裂和暴力沖突不斷。
[Abstract]:The elite is the leading force in the political transition of the latecomer democratic countries and one of the important influencing factors that determine the quality and speed of the political transition. The elite is the leading force influencing the transformation of the Ukrainian state. The quality of the elite determines the quality and speed of the transition, and the unity of the elite determines the unity and stability of Ukrainian society. The construction of high-quality elite politics is one of the elements to realize national development and social stability. The author believes that the Ukrainian elite has the following characteristics: inadequate preparation of the political elite, lack of respect for democratic politics and democratic order, enthusiasm for out-of-institutional struggles and street politics, Economic elite (oligarchs) rough intervention undermined the legitimacy of the democratic system, leading to serious political corruption and frequent political crisis; The nationalist tendencies of the local elite have become an unstable factor in the Meidan Revolution in Ukraine, causing the country to be divided and violent.
