論英國政府績效管理改革及其價值啟示
[Abstract]:With the development of the new public management movement, performance management, as a new management concept and method, has gradually become an effective tool for the implementation of government reengineering, the implementation of government responsibility, and the improvement and evaluation of government management in western countries. In China, there is a certain gap between the performance management level of the public sector and the developed countries. It is necessary to establish and perfect the government performance evaluation system, which conforms to the national conditions of our country and meets the requirements of the scientific concept of development. It is an important part of the reform of the administrative system and the construction of a service-oriented government in our country at present and for a period of time to come. It is also a major subject in the study of public administration in our country. In 1979, Mrs. Thatcher, as a representative of the New Rightists, won the election. At the beginning of her reign, she tried to apply private sector management experience and methods to government management. In this case, performance management is regarded as an effective means to improve the performance of the government, began to invest in government management. The main objectives of the government performance management reform in Thatcher's period are efficiency logic; the main objectives of the government performance management reform in Major period: the logic of responsibility standards; the main goal of the government performance management reform in Blair's period: the logic of optimal value. These government performance management reforms have further enhanced the authority of the British government and provided a new impetus for its development. Although the British government has made considerable achievements in performance management, there are also many shortcomings: the influence of political system on performance implementation, the "self-interest" behavior of staff members, the problem of performance evaluation and so on. As the forerunner of the public sector performance management reform, the British government's successful experience and lessons have important enlightening value for our country's administrative system reform: the government's performance management reform needs to be guaranteed by law. It is necessary to establish a reasonable performance evaluation index system, pay attention to cultivating performance culture and performance consciousness, create an open performance management environment, and perfect the mechanism of citizen participation in performance management.
