【摘要】：韓國(guó)與臺(tái)灣的福利體制發(fā)展始終與其經(jīng)濟(jì)政治的變遷緊密相連。自威權(quán)時(shí)期初步建立社會(huì)保障制度以來(lái),韓國(guó)與臺(tái)灣的福利政策一直遵循著"生產(chǎn)第一"的原則,其社會(huì)保障政策具有鮮明的"選擇主義"的特征。這種情況在20世紀(jì)80年代末期發(fā)生了改變,其主要原因在于韓國(guó)與臺(tái)灣在此期間經(jīng)歷了民主化的改革。在民主轉(zhuǎn)型的過(guò)程中,韓國(guó)與臺(tái)灣的福利體制開(kāi)始向"普遍主義"發(fā)展,并確立了較為完整的福利體制。其經(jīng)驗(yàn)說(shuō)明,福利體制的成熟不僅與經(jīng)濟(jì)發(fā)展水平有關(guān),也需要民主因素的推動(dòng)。
[Abstract]:The development of welfare system in Korea and Taiwan has always been closely linked with the changes of its economy and politics. Since the establishment of the social security system in the period of authoritarianism, the welfare policy of Korea and Taiwan has always followed the principle of "production first", and its social security policy is characterized by "selectivism". This changed in the late 1980s, mainly because of democratic reforms in South Korea and Taiwan. In the process of democratic transformation, the welfare system of Korea and Taiwan began to develop to "universalism", and a relatively complete welfare system was established. The experience shows that the maturity of welfare system is not only related to the level of economic development, but also needs to be promoted by democratic factors.
