【摘要】：法國議會立法辯論制度的形成受多種因素的影響,并經(jīng)歷了自主創(chuàng)立、經(jīng)驗借鑒、多元規(guī)定和穩(wěn)步發(fā)展四個時期。當(dāng)下法國議會立法辯論制度主要規(guī)定在議會兩院議事規(guī)則之中,并分為一般性辯論和逐條辯論兩種類型。法國議會立法辯論制度既呈現(xiàn)出自身特點和優(yōu)點,也存在一些不足之處。
[Abstract]:The formation of the legislative debate system in French Parliament was influenced by many factors, and it experienced four periods of independent establishment, experience reference, pluralistic regulation and steady development. At present, the system of legislative debate in French parliament is mainly stipulated in the rules of procedure of both houses of parliament, and is divided into two types: general debate and article-by-article debate. The legislative debate system of French Parliament has its own characteristics and advantages, but also some shortcomings.
