美國戰(zhàn)略文化二元特征的平衡性研究

【摘要】： 作為世界上的超級大國,美國的戰(zhàn)略行為會對國際社會產(chǎn)生極大的影響。在面對相同或相似的外部戰(zhàn)略問題時(shí),被不同戰(zhàn)略文化體系社會化的國家會做出符合該戰(zhàn)略文化體系要求的不同戰(zhàn)略取向。因此,戰(zhàn)略文化是影響國家戰(zhàn)略行為的重要因素,是理解美國戰(zhàn)略行為的重要理論工具。 受美國獨(dú)特的歷史的影響,它的戰(zhàn)略文化呈現(xiàn)出兩個基本特征——“擴(kuò)展性”和“規(guī)避性”。這兩個明顯的特征,相互交織,衍生出了四大戰(zhàn)略取向:霸權(quán)主義、國際主義、民族主義、和現(xiàn)實(shí)主義。 但是受到美國決策層的價(jià)值取向,國內(nèi)政治的發(fā)展,和國際環(huán)境的變化等因素的影響,在實(shí)際戰(zhàn)略偏好這一層面,這四種戰(zhàn)略取向發(fā)揮的作用是不一致的,而是在上述因素的作用下,在“擴(kuò)展性”和“規(guī)避性”的范疇內(nèi)的一種互動關(guān)系。最終的戰(zhàn)略偏好是這四種戰(zhàn)略取向在互動中的一個平衡點(diǎn)。在這一平衡點(diǎn)上,這四種戰(zhàn)略取是在互動中,共同但有區(qū)別地影響美國的實(shí)際戰(zhàn)略行為。 本文主要從美國戰(zhàn)略文化特征和影響戰(zhàn)略文化特征對實(shí)際戰(zhàn)略偏好選擇影響力的因素入手,對美國戰(zhàn)略文化的二元性進(jìn)行平衡性研究,進(jìn)而來考察和辨識美國戰(zhàn)略中所貫穿的戰(zhàn)略核心理念,及其與實(shí)際戰(zhàn)略偏好之間的一致性和差異性,以期更好的理解美國的戰(zhàn)略行為。
[Abstract]:As a superpower in the world, the strategic behavior of the United States will have a great impact on the international community. In the face of the same or similar external strategic problems, countries that are socialized by different strategic cultural systems will make different strategic orientations that meet the requirements of the strategic cultural system. Therefore, strategic culture is an important factor influencing national strategic behavior and an important theoretical tool to understand American strategic behavior. Influenced by the unique history of the United States, its strategic culture presents two basic characteristics: expansibility and circumvention. These two distinct features intertwined and gave rise to four strategic orientations: hegemonism, internationalism, nationalism, and realism. However, influenced by such factors as the value orientation of the US decision-making level, the development of domestic politics, and the changes in the international environment, these four strategic orientations play a different role in terms of actual strategic preference. It is an interaction in the category of expansibility and circumvention under the action of the above factors. The final strategic preference is a balance of the four strategic orientations in the interaction. In this equilibrium point, these four strategies affect the actual strategic behavior of the United States in interaction, but in a common but differentiated way. This paper mainly starts with the American strategic cultural characteristics and the factors that influence the influence of the American strategic cultural characteristics on the actual strategic preference choice, and makes a balanced study on the duality of American strategic culture. Then, the paper examines and distinguishes the core concept of American strategy, and the consistency and difference between it and the actual strategic preference, in order to better understand the strategic behavior of the United States.
