【摘要】：正在220多年的歷史變遷中,美國選舉人團(tuán)制度離其創(chuàng)設(shè)本意漸行漸遠(yuǎn)。它對美國政治發(fā)展助益良多,其弊病卻也越發(fā)彰顯。事實(shí)上,美國社會(huì)一直存在要求改革乃至廢除此制度的呼聲。那么,選舉人團(tuán)制度到底有何主要弊病?如何偏離其創(chuàng)設(shè)本意?為何改革之聲一直不斷卻無法根本更張?一、選舉人團(tuán)制度的主要弊病美國選舉人團(tuán)制度存在的主要問題,就是可能產(chǎn)生所謂的"少數(shù)票總統(tǒng)",有違民主的"多數(shù)決"要求。而之所以會(huì)產(chǎn)生"少數(shù)票總統(tǒng)",很大程度上在于選舉人團(tuán)
[Abstract]:Over 220 years of historical changes, the American Electoral College system is gradually away from its original intention. It has contributed a lot to the development of American politics, but its disadvantages have become more and more obvious. In fact, there have been calls for reform and even abolition of the system in American society. So what are the main drawbacks of the electoral college system? How to deviate from its original intention? Why is it that the voice of reform has not been able to grow at all? First, the main drawback of the electoral college system is that the main problem in the American electoral college system is that it may produce a so-called "minority president", which is contrary to the demand of a democratic "majority". And the "minority president" is largely due to the electoral college.
