【摘要】：進(jìn)入新世紀(jì),法國(guó)面臨的國(guó)際國(guó)內(nèi)安全形勢(shì)發(fā)生了巨大變化,恐怖主義等成為法國(guó)國(guó)家安全的首要威脅,內(nèi)部安全與外部安全界限趨于模糊。為了更好地應(yīng)對(duì)國(guó)家安全和社會(huì)安全的形勢(shì)變化,法國(guó)改革、完善國(guó)家安全體制的結(jié)構(gòu)和運(yùn)作流程,并對(duì)安全決策體制、安全情報(bào)與預(yù)警機(jī)制、安全執(zhí)行體制和監(jiān)督反饋機(jī)制等進(jìn)行了相應(yīng)的調(diào)整。良好的政治、體制基礎(chǔ)以及總統(tǒng)的改革魄力和社會(huì)的支持等是法國(guó)國(guó)家安全體制改革得以推進(jìn)的保證。但其改革存在一些體制性難題,如反恐體制的漏洞、移民政策的制約、權(quán)力和利益的分配等;同時(shí)面臨著預(yù)算緊縮、自由與安全秩序的矛盾、國(guó)內(nèi)政局不穩(wěn)和極右勢(shì)力發(fā)展等一系列社會(huì)政治問(wèn)題,它們阻礙了安全體制改革的深入。法國(guó)接連發(fā)生恐怖襲擊事件表明,改革并沒(méi)有達(dá)到預(yù)期效果,但這必將成為其繼續(xù)推進(jìn)安全體制改革的動(dòng)力。
[Abstract]:In the new century, great changes have taken place in the international and domestic security situation faced by France. Terrorism has become the primary threat to French national security, and the boundary between internal security and external security has become blurred. In order to better cope with the changes in the situation of national security and social security, France has reformed, perfected the structure and operation process of the national security system, and has a better understanding of the security decision-making system, security intelligence and early warning mechanism. Safety implementation system and supervision feedback mechanism were adjusted accordingly. Good political, institutional foundation, reform drive of the president and social support are the guarantee of the reform of France's national security system. However, there are some systemic problems in its reform, such as loopholes in the anti-terrorism system, restrictions on immigration policies, distribution of power and interests, and so on. At the same time, it faces budget constraints and contradictions between freedom and security order. A series of social and political problems, such as political instability and the development of far-right forces, hinder the deepening of the reform of the security system. The successive terrorist attacks in France have shown that the reforms have not achieved the desired results, but this will certainly become the driving force for its continued reform of the security system.
