俄羅斯醫(yī)療保障體系改革若干問題的探討

【摘要】：前蘇聯(lián)解體后,俄羅斯用了20余年的時間開展其民生制度的重構(gòu)工作,積累了大量成功經(jīng)驗與寶貴教訓。與此同時,《2020年前俄聯(lián)邦醫(yī)療發(fā)展戰(zhàn)略》的制定,更是為俄羅斯下一階段醫(yī)療制度的改革提出了明確的發(fā)展方向。在這一過程中,各項醫(yī)療改革措施推出后不盡如人意的狀況與原因同其成功經(jīng)驗一樣值得引起重視。
[Abstract]:After the disintegration of the former Soviet Union, Russia spent more than 20 years to rebuild its livelihood system, and accumulated a large number of successful experiences and valuable lessons. At the same time, the formulation of the Medical Development Strategy of the Russian Federation before 2020 provides a clear direction for the reform of the medical system in the next stage of Russia. In this process, the unsatisfactory situation and reasons after the introduction of various medical reform measures are worth paying attention to as much as its successful experience.
