【摘要】：巴西公民社會(huì)的興起和演變已經(jīng)走過了民主轉(zhuǎn)型和民主鞏固兩個(gè)周期的發(fā)展歷程,其成長(zhǎng)受制于20世紀(jì)末葉威權(quán)政治體制的特點(diǎn)和社會(huì)經(jīng)濟(jì)的結(jié)構(gòu)條件,其壯大和活躍同時(shí)又深刻地影響著巴西政治民主化進(jìn)程和民主體制下公民身份的建構(gòu)以及社會(huì)正義的實(shí)現(xiàn)。公民社會(huì)主要由勞工、婦女、宗教、環(huán)保、非裔、無地農(nóng)民等運(yùn)動(dòng)和組織構(gòu)成,這些運(yùn)動(dòng)和組織在民主政治的新環(huán)境下面臨著制度建設(shè)和政治參與的雙重挑戰(zhàn)。制度建設(shè)既涉及公民社會(huì)的自組織和納入民主政治體制的"形式"問題,也包括如何使廣大民眾的真實(shí)訴求成為國(guó)家政策和制度變革的有機(jī)組成部分這樣的"實(shí)質(zhì)"內(nèi)容。政治參與則涉及公民社會(huì)如何在傳統(tǒng)政治文化和現(xiàn)行政治制度的制約下,對(duì)諸如"庇護(hù)制"和"世襲政治"等政治實(shí)踐實(shí)施積極的改造和更新。
[Abstract]:The rise and evolution of Brazilian civil society has gone through two cycles of democratic transformation and democratic consolidation, and its growth is restricted by the characteristics of authoritarian political system and the structural conditions of social economy in the late 20th century. At the same time, it influences the process of political democratization, the construction of citizenship and the realization of social justice. Civil society is mainly composed of labor, women, religion, environmental protection, African descent, landless farmers and other movements and organizations, these movements and organizations in the new environment of democratic politics is facing the dual challenges of institutional construction and political participation. System construction involves not only the self-organization of civil society and the "form" of bringing into the democratic political system, but also the "substantial" content of how to make the real demands of the broad masses of people become an organic part of the national policy and institutional change. Political participation refers to how the civil society, under the restriction of the traditional political culture and the current political system, actively reforms and renews the political practice such as "sheltering system" and "hereditary politics".
