【摘要】： 劇變后,原執(zhí)政黨保加利亞共產(chǎn)黨蛻變?yōu)樯鐣?huì)民主主義政黨——保加利亞社會(huì)黨。與其他東歐國(guó)家左翼政黨紛紛失選不同,保加利亞社會(huì)黨在劇變后的第一次議會(huì)大選中依舊獲勝,成為前東歐國(guó)家中唯一繼續(xù)由原共產(chǎn)黨執(zhí)政的國(guó)家。但好景不長(zhǎng),由于內(nèi)外因素的制約,保社會(huì)黨也走上了艱難曲折的發(fā)展道路。從劇變至今,保加利亞前后組建政府達(dá)11次之多,保的政治多元化成熟得非常緩慢。在保政黨政治發(fā)展演變的過(guò)程中,保社會(huì)黨幾經(jīng)浮沉,最終占據(jù)保政黨格局的穩(wěn)定一極。 全文共分5個(gè)章節(jié)。 第一章首先介紹了保加利亞的政治轉(zhuǎn)型,認(rèn)為保加利亞政治體制的演變過(guò)程是伴隨著其國(guó)內(nèi)政局和國(guó)家性質(zhì)的變化,伴隨著保加利亞共產(chǎn)黨蛻變成社會(huì)黨,反對(duì)派政治組織力量的建立和發(fā)展,伴隨著“圓桌會(huì)議”政治構(gòu)架的形成和運(yùn)轉(zhuǎn),伴隨著國(guó)內(nèi)外政治、經(jīng)濟(jì)和社會(huì)的急劇變化而變化的:以此為基礎(chǔ),第二章對(duì)保加利亞社會(huì)黨的理論綱領(lǐng)和政策主張進(jìn)行了歸納總結(jié),該章認(rèn)為,不管社會(huì)黨的綱領(lǐng)怎樣修訂,堅(jiān)持民主社會(huì)主義的基本價(jià)值觀業(yè)已確立,而其各項(xiàng)基本政策主張基本圍繞這個(gè)基本的價(jià)值觀來(lái)動(dòng)態(tài)展開(kāi);理論綱領(lǐng)和政策主張的確立和不斷修訂,使得社會(huì)黨根據(jù)變化了的政治、經(jīng)濟(jì)、社會(huì)形勢(shì)積極參加到議會(huì)選舉的政治游戲當(dāng)中,從而規(guī)劃出一條浮浮沉沉的政治軌跡線,這是第三章著重例證的內(nèi)容;第四章在前文基礎(chǔ)上對(duì)社會(huì)黨發(fā)展的制約因素進(jìn)行了系統(tǒng)總結(jié),認(rèn)為社會(huì)黨的發(fā)展始終受到歷史與現(xiàn)實(shí)、內(nèi)部與外部多重因素的影響,但最為根本的原因應(yīng)當(dāng)從自身內(nèi)部去尋找;第五章為全文的總結(jié),認(rèn)為社會(huì)黨發(fā)展的起落浮沉為我們提供了可資借鑒的經(jīng)驗(yàn)教訓(xùn)。全面分析社會(huì)黨的經(jīng)驗(yàn)教訓(xùn),無(wú)疑具有重要的學(xué)術(shù)價(jià)值和現(xiàn)實(shí)意義。
[Abstract]:After the upheaval, the former ruling Bulgarian Communist Party transformed into the Social Democratic Party-the Bulgarian Socialist Party. Unlike other left-wing parties in eastern Europe, the Bulgarian Socialist Party still won the first parliamentary election since the upheaval, becoming the only former Eastern European country to remain ruled by the Communist Party. However, due to internal and external constraints, the Socialist Party has also embarked on a difficult and tortuous road of development. Since the upheaval, Bulgaria has formed 11 governments, and political pluralism has matured very slowly. In the process of the political development and evolution of the political party, the Bao-Socialist Party has several ups and downs, and finally occupies the stable pole of the political party pattern. The full text is divided into five chapters. The first chapter first introduces the political transformation of Bulgaria, and holds that the evolution of the Bulgarian political system is accompanied by the changes in the internal political situation and the nature of the country, as well as the transformation of the Bulgarian Communist Party into a socialist party. The establishment and development of the political organization of the opposition, accompanied by the formation and operation of the political framework of the "round table", and the dramatic changes in politics, economy and society at home and abroad: on this basis, The second chapter summarizes the theoretical program and policy proposition of the Bulgarian Socialist Party. The chapter holds that, no matter how the Socialist Party's program is revised, the basic values of upholding democratic socialism have been established. And its basic policy propositions revolve around this basic values. The establishment and continuous revision of the theoretical program and policy propositions have made the Socialist Party, based on the changed politics and economy, The social situation takes an active part in the political game of the parliamentary election, so as to plan a floating political trajectory, which is the content of the third chapter. The fourth chapter systematically summarizes the restrictive factors of the development of the Socialist Party on the basis of the above, and holds that the development of the Socialist Party has always been affected by many factors, including history and reality, internal and external factors. However, the most fundamental reason should be found from within itself; the fifth chapter is the summary of the full text, which holds that the ups and downs of the development of the Socialist Party provide us with lessons that can be used for reference. The comprehensive analysis of the experience and lessons of the Socialist Party undoubtedly has important academic value and practical significance.
