【摘要】：2013年年底開始的烏克蘭危機迅速從形式上的國內憲政危機演變成為國際政治沖突,由此引發(fā)的大國間矛盾甚至被不少評論人士認為是新冷戰(zhàn)的開端。在復雜事態(tài)背后,不同的利益相關方又根據(jù)不同的評判標準對于整個事態(tài)的起因和性質給出了全然不同的解讀。作者試圖在綜合總結上述不同解讀的同時,提出自己的基本認識:"民主和專制之爭"的視角不能有效理解烏克蘭危機的本質,需要將"合法性"、"歷史與文化認同"和"地緣政治"三個視角結合來把握危機的性質。作者依據(jù)這三個視角的組合對烏克蘭政治進程對于未來世界格局和國家間關系的影響做出預測:威斯特伐利亞體系受到重大挑戰(zhàn),由此西方國家回歸結盟政策、國際政治部分回歸20世紀初期特征的可能性上升。相對于民族國家政治實體成員的身份認同,族群、宗教、語言等身份認同在國際政治中的作用將會上升,國際政治的文化沖突色彩更加濃重。雖然新冷戰(zhàn)的可能性被夸大,但俄羅斯會努力尋求與其他非西方力量聯(lián)合,大國間相互制約和競爭的樣態(tài)將更加復雜。
[Abstract]:The crisis in Ukraine, which began at the end of 2013, rapidly evolved from a formal domestic constitutional crisis to an international political conflict, which led to conflicts among the great powers and was even regarded by many commentators as the beginning of the new cold war. Behind the complex situation, different stakeholders give a completely different interpretation of the cause and nature of the whole situation according to different criteria. At the same time, the author tries to sum up the different interpretations mentioned above, and puts forward his own basic understanding: "the argument between democracy and autocracy" cannot effectively understand the nature of the crisis in Ukraine. "legitimacy", "historical and cultural identity" and "geopolitics" should be combined to grasp the nature of the crisis. Based on the combination of these three perspectives, the author predicts the impact of the Ukrainian political process on the future world pattern and inter-state relations: the Westphalia system is challenged, and the Western countries return to the alliance policy. The possibility of a partial return to the early features of the 20 th century has risen in international politics. Compared with the identity of the political entity members of the nation-state, the identity of ethnic group, religion, language and so on will rise in international politics, and the cultural conflict of international politics will be more intense. While the possibility of a new cold war is overblown, Russia will seek to unite with other non-Western forces, and the model of mutual restraint and competition among big powers will be more complex.
