【摘要】：政策轉(zhuǎn)移是各國(guó)在政策實(shí)踐中一直存在的一種政策制定方式，它是世界各國(guó)從封閉制度走向開(kāi)放外交的產(chǎn)物。伴隨著全球范圍的市場(chǎng)化與高度信息化，政策轉(zhuǎn)移的發(fā)生也越來(lái)越具有普遍性，正向著全球化邁進(jìn)。政策轉(zhuǎn)移已經(jīng)成為民族國(guó)家學(xué)習(xí)別國(guó)的政策經(jīng)驗(yàn)、吸取別國(guó)的政策教訓(xùn)，，融入現(xiàn)行國(guó)際政治經(jīng)濟(jì)秩序的政策選擇的有效方法之一。本文探討了老撾的政策轉(zhuǎn)移情況，首先分析了政策轉(zhuǎn)移的概念以及國(guó)家間公共政策轉(zhuǎn)移的理論框架，其次，對(duì)老撾公共政策轉(zhuǎn)移的發(fā)展歷程進(jìn)行了研究，從20世紀(jì)70年代至今，主要分為三個(gè)階段進(jìn)行探討；再次，分析了老撾公共政策轉(zhuǎn)移過(guò)程中存在的問(wèn)題，主要包括老撾政府存在的問(wèn)題、老撾自身政策存在的問(wèn)題以及轉(zhuǎn)移過(guò)程中老撾政策環(huán)境存在的問(wèn)題；最后，論文針對(duì)老撾政策轉(zhuǎn)移存在的問(wèn)題提出了完善老撾政策轉(zhuǎn)移的對(duì)策，主要應(yīng)該提高政府的決策能力、克服舊政策對(duì)新引進(jìn)政策的限制以及減少轉(zhuǎn)移來(lái)的政策與本土資源的沖突，筆者從這三方面進(jìn)行了細(xì)致地探索與研究，力求對(duì)不斷完善老撾的公共政策轉(zhuǎn)移提出鄙見(jiàn)。
[Abstract]:Policy transfer is a kind of policy making method that exists all over the world in policy practice. It is the product of countries in the world from closed system to open diplomacy. With the global marketization and highly information, the policy transfer is becoming more and more universal, and it is moving towards globalization. Policy transfer has become one of the effective ways for nation states to learn from other countries' policy experiences, draw lessons from other countries' policies and integrate into the current international political and economic order. This paper discusses the situation of policy transfer in Laos. Firstly, it analyzes the concept of policy transfer and the theoretical framework of the transfer of public policy between countries. Secondly, it studies the development of the transfer of public policy in Laos from the 1970s to the present. It is mainly divided into three stages to discuss. Thirdly, it analyzes the problems existing in the process of public policy transfer in Laos, mainly including the problems existing in the Lao government. The problems existing in Laos's own policy and the problems existing in the Lao policy environment during the transfer process. Finally, the paper puts forward some countermeasures to improve the Lao policy transfer, which should improve the government's decision-making ability. To overcome the restrictions of the old policy on the new introduction policy and to reduce the conflicts between the transferred policy and the local resources, the author makes a detailed exploration and study from these three aspects, and tries to put forward a contemptible opinion on the continuous improvement of the public policy transfer in Laos.
