【摘要】：政治資金是評價日本政黨體質(zhì)的重要指標(biāo),從中可以看出日本民主黨的支持團體、組織運營、執(zhí)政地位與政局對策等體質(zhì)內(nèi)涵。在支持團體方面,民主黨本部的資金收入高度依賴政黨交付金,來自工會組織的資金支持主要體現(xiàn)在政治家個人層面上,黨本部未能獲得企業(yè)及團體大額捐款的重點支持;在組織運營方面,民主黨集團集資能力較弱、組織松散,集資能力較強的實力政治家則擅長發(fā)揮政治資金的組織運營效用;在執(zhí)政地位方面,民主黨憑借顯著增加的政黨交付金,通過加大政治活動費支出來應(yīng)對國政選舉,但并不能左右選舉結(jié)果;在政局對策方面,民主黨在野期間一直致力于推動政治資金制度改革,執(zhí)政后黨內(nèi)頻發(fā)的政治資金事件反而導(dǎo)致內(nèi)閣不穩(wěn)與黨內(nèi)對立。
[Abstract]:Political fund is an important index to evaluate the physique of Japanese political party, from which we can see the physique connotation of the support group, organization and operation, ruling position and political situation countermeasure of the Democratic Party of Japan. In the aspect of supporting organizations, the capital income of the Democratic Party's headquarters is highly dependent on the political party's contribution, and the financial support from the trade union organizations is mainly reflected in the politicians' personal level, and the party's headquarters fails to obtain the key support from the large donations of enterprises and organizations. In terms of organization and operation, the powerful politicians of the Democratic group, whose ability to raise funds is relatively weak, loose and powerful, are good at giving play to the effectiveness of the organization and operation of political funds; in terms of their position in power, With a significant increase in party contributions, the Democratic Party has responded to the national political election by increasing its spending on political activities, but it has not been able to influence the outcome of the election. In terms of political countermeasures, the Democratic Party has been committed to promoting reform of the political funding system during its period in opposition. The frequent events of political funds in the party after ruling led to the instability of the cabinet and the opposition between the party and the party.
