【摘要】：根據(jù)古希臘哲學(xué)家亞里士多德對(duì)寡頭下的定義,在美國顯然存在著寡頭集團(tuán);美國許多億萬富翁的存在,就是有力證據(jù)。然而,他們?yōu)榱司奂嗟呢?cái)富,就會(huì)從事各種違法的政治或經(jīng)濟(jì)活動(dòng);他們利用手中的金錢,直接或間接腐蝕政府官員,就是公認(rèn)的事實(shí)。盡管寡頭的活動(dòng)有時(shí)相當(dāng)隱蔽,但其危害還是無法隱蔽的。誰都不能否認(rèn),在美國日益增多的有關(guān)政府官員貪腐案件中,其中有一部分是與寡頭的腐蝕活動(dòng)分不開的。然而,寡頭的活動(dòng)不但使民眾,包括仁人志士不滿,而且使他們決心為政府出謀劃策,希望政府抑制寡頭的活動(dòng)及其危害。在這種形式下,聯(lián)邦政府當(dāng)然也不能無動(dòng)于衷;它設(shè)法擴(kuò)大普通民眾的教育機(jī)會(huì),制定《兩黨競選改革法案》以及懲辦貪腐官員等。不過,從學(xué)術(shù)角度觀察,美國的"寡頭問題",并未完全解決,有些問題如物質(zhì)財(cái)富在某種基礎(chǔ)上是否必然轉(zhuǎn)變成政治權(quán)力等,尚有待于進(jìn)一步研究。
[Abstract]:According to the definition of the oligarchy by the ancient Greek philosopher Aristotle, there is an obvious oligarchy in the United States; the existence of many billionaires in the United States is strong evidence. However, in order to gather more wealth, they will engage in various illegal political or economic activities; they use the money in their hands to directly or indirectly corrode the government officials. It is a recognized fact that although the activity of oligarchies is sometimes quite concealed, its harm can not be concealed. No one can deny that part of the increasing number of corruption related to government officials in the United States is inseparable from the corrosion of oligarchs. And they are determined to make a plan for the government, hoping that the government will suppress the oligarchy and its harm. In this form, the federal government is certainly not indifferent; it tries to expand the educational opportunities of the ordinary people, make the two party election reform act and punish the corrupt officials. Some questions, such as whether material wealth will inevitably turn into political power on some basis, need further study.
