【摘要】：伴隨著全球氣候變暖、溫度升高、冰層融化,北極——這片既陌生而又距離我們十分遙遠(yuǎn)的“不毛之地”,向人類揭開了其神秘的面紗。豐富的自然、礦產(chǎn)和生物資源,未來即將全面開通的便捷的海上航道以及重要的科考、軍事價(jià)值,將人類的目光聚焦到了這片曾經(jīng)無人問津的地方。一時(shí)之間,寒冷的北極變成了一片熱土,平靜的北冰洋開始沸騰,北極周邊各國(guó)紛紛將觸角伸入北極地區(qū),對(duì)這里展開了激烈的爭(zhēng)奪。為適應(yīng)形勢(shì)的需要,相關(guān)國(guó)家紛紛制定了有利于其本國(guó)利益的北極戰(zhàn)略,從各個(gè)方面尋求它們?cè)诒睒O地區(qū)的利益最大化。這其中尤以俄羅斯、加拿大和美國(guó)這三個(gè)國(guó)家的北極行動(dòng)最為引人注目,三國(guó)分別從政治、經(jīng)濟(jì)、軍事、主權(quán)劃分、科考和環(huán)保等多個(gè)方面提出了詳細(xì)的北極戰(zhàn)略,以便宣誓它們的北極主權(quán),并據(jù)此切實(shí)加強(qiáng)了它們?cè)诒睒O地區(qū)的軍事力量,實(shí)施北極行動(dòng),加緊對(duì)北極地區(qū)的科考活動(dòng),以求最大限度地維護(hù)它們?cè)诒睒O地區(qū)的自身利益。北極地區(qū)主權(quán)問題的出現(xiàn)既有其歷史繼承性,也存在著不容忽視的各國(guó)現(xiàn)實(shí)考量,面對(duì)北極地區(qū)復(fù)雜的國(guó)際環(huán)境、變化著的地緣態(tài)勢(shì)、世界各大國(guó)對(duì)北極地區(qū)的激烈爭(zhēng)奪,我國(guó)作為一個(gè)發(fā)展中國(guó)家以及受北極變化各方面影響都將較大的國(guó)家,也應(yīng)及早提出我們自己的北極戰(zhàn)略,并站在全人類利益的高度維護(hù)我們自己的國(guó)家利益,以便從容應(yīng)對(duì)在北極地區(qū)問題上國(guó)際社會(huì)將來可能出現(xiàn)的各種變化。本文首先通過分析北極地區(qū)的各種重要價(jià)值,挖掘了各國(guó)爭(zhēng)奪北極的真實(shí)原因。接下來通過對(duì)美、加、俄三國(guó)的北極戰(zhàn)略進(jìn)行對(duì)比考察,從多個(gè)方面對(duì)它們進(jìn)行深入分析,希望能為我國(guó)相關(guān)部門分析北極大棋局,構(gòu)建和推行具有中國(guó)特色的北極戰(zhàn)略提供一些切實(shí)可用的啟示與參考。
[Abstract]:With global warming, warmer temperatures and melting ice, the Arctic, a strange and far distant "barren land", has opened its mysterious veil to human beings. Rich natural, mineral and biological resources, the future is about to open a convenient sea route and important scientific examination, military value, and people. For a moment, the cold Arctic became a hot soil, a calm Arctic Ocean began to boil, and the countries around the North Pole spread their tentacles into the Arctic and scramble for it. In order to adapt to the situation, the countries related to their own benefits. The beneficial Arctic strategy seeks to maximize their interests in the Arctic, especially in the three countries, Russia, Canada and the United States, which are most noticeable. The three countries have proposed a detailed Arctic strategy from various aspects such as political, economic, military, sovereign division, science examination and environmental protection, in order to swore it. On the basis of the Arctic sovereignty, they have strengthened their military forces in the Arctic, implemented the Arctic operation and tightened their scientific research activities in the Arctic region in order to maximize their own interests in the Arctic region. The emergence of the issue of the sovereignty of the Arctic region has both its historical inheritance and the reality of the countries that can not be ignored. In the face of the complex international environment in the Arctic, the changing geopolitical situation, the fierce competition between the great powers of the world, China, as a developing country and the larger countries affected by various aspects of the Arctic Change, should also put forward our own north pole strategy as soon as possible and stand at the height of the interests of all human beings. Our own national interests in order to cope with the possible changes in the future of the international community in the Arctic region. First, through the analysis of the important values of the Arctic region, this paper excavates the real reasons for the struggle for the Arctic. Then, through the comparative study of the Arctic strategy of the United States, Canada and Russia, the three countries are in many ways. In depth analysis of them, we hope to provide some useful enlightenment and reference for the relevant departments of our country to analyze the great chess game of the Arctic, to construct and carry out the Arctic strategy with Chinese characteristics.
