促進(jìn)服務(wù)提供創(chuàng)新:孟加拉國(guó)公務(wù)員能力開發(fā)計(jì)劃分析

【摘要】:簡(jiǎn)要追溯了孟加拉國(guó)數(shù)字化轉(zhuǎn)型的發(fā)展歷程,并以孟加拉國(guó)政府總理辦公室的信息獲得項(xiàng)目(A2I)及項(xiàng)目推出的各項(xiàng)計(jì)劃為例,介紹了孟加拉國(guó)通過信息通信技術(shù)的應(yīng)用來完善公共服務(wù)提供的相關(guān)經(jīng)驗(yàn);從政策研究的角度闡釋了公共服務(wù)提供的創(chuàng)新與公務(wù)員能力建設(shè)之間的關(guān)系,旨在將這些計(jì)劃的影響同公務(wù)員創(chuàng)新能力開發(fā)相結(jié)合,將能力開發(fā)項(xiàng)目與其可見的、具體的成果相聯(lián)系,以實(shí)現(xiàn)完善治理的目標(biāo)。
[Abstract]:This paper briefly traces the development of the digital transformation in Bangladesh, and takes the Information acquisition Project (A2I) of the Prime Minister's Office of the Government of Bangladesh and the various projects launched by the project as an example. Introducing the relevant experiences of Bangladesh in improving the provision of public services through the application of information and communication technologies; and explaining from the perspective of policy research the relationship between innovation in the provision of public services and the capacity-building of civil servants, The aim is to combine the impact of these programs with the innovative ability development of civil servants and to link capacity development projects with their visible and concrete results in order to achieve the goal of improved governance.
