東亞地區(qū)主義發(fā)展路徑:過程中的政府間合作

【摘要】:由于各種歷史的以及現(xiàn)實(shí)的原因,東亞地區(qū)主義發(fā)展相對(duì)滯后。以東盟與中日韓“10+3”合作機(jī)制的創(chuàng)設(shè)為標(biāo)志,東亞地區(qū)主義進(jìn)程正式開啟。國(guó)內(nèi)外學(xué)者從不同理論視角探究了正在發(fā)展演變中的東亞地區(qū)主義。雖然研究成果豐富,但不少學(xué)者更多地停留在運(yùn)用現(xiàn)有的理論來解釋東亞地區(qū)主義現(xiàn)象與發(fā)展路徑,而很少有基于東亞視角的地區(qū)主義理論與路徑的闡釋。 本論文的主題是,如何創(chuàng)設(shè)符合東亞地區(qū)現(xiàn)實(shí)的地區(qū)主義發(fā)展路徑。論文層層遞進(jìn),對(duì)這一主題進(jìn)行了分析與論證。全文分為導(dǎo)論、正文和結(jié)論三大部分,主要內(nèi)容如下: 導(dǎo)論部分主要闡述了論文選題的緣由、理論與現(xiàn)實(shí)意義、研究的現(xiàn)狀、研究思路及方法等,并對(duì)論文涉及的幾個(gè)基本概念進(jìn)行了界定。 正文第一章主要闡述了東亞地區(qū)主義的產(chǎn)生與發(fā)展。馬來西亞總理馬哈蒂爾提出的“東亞經(jīng)濟(jì)集團(tuán)”的設(shè)想被普遍視為東亞地區(qū)主義的萌芽。而東亞地區(qū)主義真正獲得快速推進(jìn)的重大轉(zhuǎn)折點(diǎn),是來自亞洲金融危機(jī)的推動(dòng)。這場(chǎng)危機(jī)迫使東亞各國(guó)開始認(rèn)識(shí)到加強(qiáng)地區(qū)內(nèi)團(tuán)結(jié)與合作的必要性和重要性。繼首次東盟與中日韓領(lǐng)導(dǎo)人非正式會(huì)議以后,東亞地區(qū)合作進(jìn)入了機(jī)制化的發(fā)展軌道。但后來由于東亞峰會(huì)機(jī)制的創(chuàng)設(shè)及由此引發(fā)的地區(qū)內(nèi)部的紛爭(zhēng)使東亞地區(qū)主義發(fā)展幾乎陷于停滯。 正文第二章主要闡述了各相關(guān)理論視野下的東亞地區(qū)主義路徑的創(chuàng)設(shè)。按照新現(xiàn)實(shí)主義的基本邏輯,東亞地區(qū)主義發(fā)展路徑就是地區(qū)霸權(quán)大國(guó)主導(dǎo)下的機(jī)制創(chuàng)設(shè)或大國(guó)間相互制衡下的協(xié)調(diào)安排。新自由制度主義的邏輯是東亞地區(qū)國(guó)家間的制度化合作降低了國(guó)家間信息交流的困難,進(jìn)而強(qiáng)化了國(guó)家間的相互依賴,推動(dòng)了東亞地區(qū)朝著更為緊密的一體化方向發(fā)展。按照建構(gòu)主義的邏輯,東亞地區(qū)主義發(fā)展的路徑是一種東亞地區(qū)社會(huì)化的過程,就是通過國(guó)家間以及地區(qū)組織、個(gè)人等正式與非正式的互動(dòng),逐漸強(qiáng)化一種地區(qū)的認(rèn)同。而按照功能主義以及新功能主義的基本邏輯,東亞地區(qū)主義的發(fā)展路徑應(yīng)該是從非爭(zhēng)議性的技術(shù)、功能以及經(jīng)濟(jì)問題入手,通過合作產(chǎn)生“外溢”效應(yīng),推進(jìn)地區(qū)范圍其他領(lǐng)域的合作。按照政府間主義以及自由政府間主義的邏輯,東亞地區(qū)主義的發(fā)展是東亞各國(guó)政府獲取自身利益最大化的一種渠道,通過政府間地區(qū)性合作實(shí)現(xiàn)國(guó)家的利益。而按照開放地區(qū)主義的邏輯,東亞地區(qū)主義發(fā)展是一個(gè)開放式的、不預(yù)設(shè)目標(biāo)的地區(qū)性合作,這種開放不僅是地區(qū)內(nèi)的開放,也包括對(duì)地區(qū)外所有其他國(guó)家或經(jīng)濟(jì)體的開放,在這個(gè)過程中形成一種非關(guān)稅、非邊界的便利化貿(mào)易體系和一定的全球性機(jī)制。但這些路徑創(chuàng)設(shè)都毫無例外地受到各自理論本身的制約,沒有能夠準(zhǔn)確把握東亞地區(qū)主義發(fā)展的脈搏,因此也無法創(chuàng)設(shè)一個(gè)基于東亞視角的地區(qū)主義發(fā)展路徑。 正文第三章主要闡述了塑造東亞地區(qū)主義發(fā)展路徑的主要因素。東亞地區(qū)主義發(fā)展路徑主要受到四個(gè)方面因素的影響,分別是地區(qū)主義的發(fā)展動(dòng)力、地區(qū)主義發(fā)展的制約因素、地區(qū)主義的發(fā)展目標(biāo)與地區(qū)合作機(jī)制等。東亞地區(qū)國(guó)家間不斷增長(zhǎng)的經(jīng)濟(jì)相互依賴、地區(qū)外多重壓力、地區(qū)內(nèi)認(rèn)同力量與地區(qū)各國(guó)謀求力量的平衡共同構(gòu)成了東亞地區(qū)主義發(fā)展的動(dòng)力。東亞地區(qū)主義發(fā)展的制約因素包括:東亞地區(qū)核心主導(dǎo)力量的缺失、內(nèi)部凝聚力的缺乏、經(jīng)濟(jì)發(fā)展水平的巨大差異以及美國(guó)因素的存在。雖然東亞各國(guó)將建設(shè)東亞共同體作為地區(qū)主義發(fā)展目標(biāo),但目前仍然存在對(duì)東亞共同體的不同解讀。東亞地區(qū)的合作機(jī)制則主要包括:“10+3”機(jī)制、“10+1”機(jī)制、東盟機(jī)制、中日韓對(duì)話機(jī)制等。 正文第四章主要提出并論證了過程中的政府間合作這一東亞地區(qū)主義發(fā)展路徑創(chuàng)設(shè)的依據(jù)。首先,東亞地區(qū)主義是一個(gè)政府主導(dǎo)下的地區(qū)合作進(jìn)程,不僅東亞地區(qū)化是各國(guó)政府政策影響下的進(jìn)程,而且東亞地區(qū)合作的基本特征就是政府間合作。其次,東亞地區(qū)主義是在過程中展開的合作進(jìn)程,過程性是其典型特征。東亞地區(qū)主義發(fā)展路徑是東亞地區(qū)主義發(fā)展動(dòng)力推動(dòng)的結(jié)果、東亞地區(qū)主義發(fā)展制約因素影響的結(jié)果、東亞地區(qū)主義發(fā)展目標(biāo)導(dǎo)向的結(jié)果和東亞地區(qū)合作機(jī)制規(guī)范的結(jié)果。 結(jié)論部分認(rèn)為,東亞地區(qū)主義的發(fā)展路徑是一種過程中的政府間合作,即一個(gè)在過程中展開的政府主導(dǎo)下的地區(qū)合作。這一發(fā)展路徑是東亞地區(qū)主義發(fā)展動(dòng)力、東亞地區(qū)主義發(fā)展的制約因素、東亞地區(qū)主義發(fā)展目標(biāo)及東亞地區(qū)合作機(jī)制等交互作用的結(jié)果,它們共同塑造了這一極具東亞特色的地區(qū)主義發(fā)展路徑。
[Abstract]:Because of various historical and realistic reasons, the development of regionalism in East Asia is lagging behind. The process of regionalism in East Asia is officially opened with the creation of ASEAN and the "10+3" cooperation mechanism of China, Japan, Japan and Japan. Scholars at home and abroad have explored the developing and evolving East Asian Regionalism from different theoretical perspectives. Fewer scholars have more stayed in the use of existing theories to explain the regionalism and the path of development in East Asia, but rarely have the interpretation of the regionalism theory and path based on the East Asian perspective.
The theme of this paper is how to create the regionalism development path which is in line with the reality of East Asia. This thesis is analyzed and demonstrated. The full text is divided into three main parts: the introduction, the main body and the conclusion, the main contents are as follows:
The introduction part mainly expounds the reasons for the topic selection, the theoretical and practical significance, the present situation of the research, the research ideas and methods, and defines several basic concepts involved in the thesis.
The first chapter of the text mainly expounds the emergence and development of the East Asian regionalism. The idea of "East Asian economic group" proposed by Mahathir, the Prime Minister of Malaysia, is generally regarded as the sprout of the East Asian regionalism, and the major turning point of the East Asian regionalism is the real impetus of the Asian financial crisis. The East Asian countries began to realize the necessity and importance of strengthening regional solidarity and cooperation. Following the first informal meeting of ASEAN and China, Japan and South Korea, East Asia cooperation entered a mechanism of development. However, the establishment of the East Asia Summit mechanism and the resulting regional disputes caused the regional regionalism. Development is almost stagnant.
The second chapter of the text mainly expounds the creation of the path of regionalism in East Asia from the perspective of relevant theories. According to the basic logic of the Neo realism, the path of the development of the regionalism in East Asia is the establishment of the mechanism under the dominant power of regional hegemony or the coordination arrangement under the mutual balance between the big powers. The logic of the new liberalism is the country of East Asia. The institutionalized cooperation between families has reduced the difficulties of information exchange among countries, strengthened interdependence between countries and promoted East Asia to develop towards closer integration. In accordance with the logic of constructivism, the path of the development of regionalism in East Asia is a process of socialization in East Asia, through inter state and land. In accordance with functionalism and the basic logic of new functionalism, the development path of regional regionalism in East Asia should start with the non disputed technology, function and economic problems, produce "spillover" effect through cooperation, and promote the other regional scope. In accordance with intergovernmental and free intergovernmental logic, the development of regionalism in East Asia is a channel for the governments of East Asia to maximize its own interests, to realize the interests of the state through intergovernmental regional cooperation, and the development of regionalism in East Asia is an open type according to the logic of open regionalism. The regional cooperation, which does not presuppose the target, is not only open in the region, but also for all other countries or economies outside the region. In this process, a non-tariff, non boundary facilitation and certain global mechanism is formed. The restriction of the body can not accurately grasp the pulse of the development of East Asian regionalism, so it can not create a path of regionalism based on East Asia perspective.
The third chapter of the text mainly expounds the main factors to shape the development path of the East Asian regionalism. The development path of the regionalism in East Asia is mainly influenced by four factors, which are the driving force for the development of regionalism, the restrictive factors of the development of regionalism, the development of regionalism and the regional cooperation mechanism. The economic interdependence of the broken growth, the multiple pressure outside the region, the balance of the regional identity and the strength of the regional countries, constitute the impetus for the development of the regional regionalism in East Asia. The constraints of the development of the East Asian Regionalism include the lack of the core leading forces in East Asia, the lack of internal cohesion, and the huge level of economic development. Differences and the existence of American factors. Although East Asian countries are building the East Asian community as the development goal of regionalism, there are still different interpretations of the East Asian community. The fourth chapter of the text mainly puts forward and demonstrates the basis for the creation of intergovernmental cooperation in the process.
