【摘要】：在西班牙殖民者建構(gòu)的統(tǒng)治秩序中,本土的印第安人處于社會等級的末端,無法獲得充足的社會資源。墨西哥獨(dú)立后,印第安人依然處于社會等級的底端,進(jìn)而遭受土地資源匱乏、經(jīng)濟(jì)貧困和文化傳承危機(jī)等一系列問題,并成為新自由主義改革的犧牲品。在種族中心主義和內(nèi)部殖民主義的影響下,出于對自身權(quán)力的維系,墨西哥政府無意于改變既有的權(quán)力分配格局,亦不承認(rèn)以印第安人為主體的自治實(shí)踐。民主轉(zhuǎn)型后,在國家構(gòu)建存在明顯缺陷的情形下,墨西哥聯(lián)邦和恰帕斯州政府試圖通過對印第安準(zhǔn)軍事團(tuán)體的利用,實(shí)現(xiàn)族群問題的徹底解決。這一策略不僅沒有解決印第安問題,反而造成了當(dāng)前恰帕斯州的政治衰敗。本文認(rèn)為,造成恰帕斯州印第安問題的重要原因是多元族群社會中權(quán)力資源的分配不公。
[Abstract]:In the ruling order constructed by the Spanish colonists, the native Indians were at the end of the social hierarchy and could not obtain sufficient social resources. After the independence of Mexico, the Indians were still at the bottom of the social hierarchy, and then suffered from a series of problems, such as the scarcity of land resources, economic poverty and the crisis of cultural inheritance, and became the victims of neoliberal reform. Under the influence of ethnocentrism and internal colonialism, the Mexican government has no intention of changing the existing pattern of power distribution, nor does it recognize the practice of autonomy with Indians as the main body in order to maintain its own power. After the transition of democracy, the Mexican federal government and the state of Chiapas government tried to solve the ethnic group problem thoroughly through the use of Indian paramilitary groups. Instead of solving the Indian problem, this strategy led to the current political decline in Chiapas. This paper argues that the important reason for the Indian problem in Chiapas is the unfair distribution of power resources in the pluralistic society.
