【摘要】：隨著中國(guó)改革開放,經(jīng)濟(jì)、社會(huì)發(fā)展迅速,歷屆中非合作論壇的成功舉辦,中國(guó)越來越成為非洲人民理想的“淘金國(guó)”,越來越多非洲裔移民為了實(shí)現(xiàn)“亞洲夢(mèng)”,不遠(yuǎn)萬里來到了中國(guó)。資料顯示,非洲裔移民主要集中在廣東廣州、浙江義烏兩個(gè)城市,主要從事中非進(jìn)出口商品貿(mào)易。廣州自古以來就是中外商貿(mào)的集散地,加上當(dāng)今的“廣交會(huì)”,因而聚集了大量非洲裔移民。但是,近年來媒體對(duì)非裔移民報(bào)道以負(fù)面事件居多,如《廣州被黑人占領(lǐng)了》《廣州黑人人滿為患》等。特別是2009年7月廣州數(shù)百名黑人沖擊派出所事件、2012年6月三元里黑人聚集致交通堵塞事件后,媒體對(duì)廣州非洲裔移民的負(fù)面報(bào)道不絕于耳。自2011年5月廣東省頒布了《廣東省外國(guó)人管理服務(wù)暫行規(guī)定》后,廣州對(duì)非洲裔移民的管理更加規(guī)范和嚴(yán)格,負(fù)面事件也逐漸減少。因此,如何有效治理廣州非洲裔移民、如何促進(jìn)其融入廣州,便成為政府和學(xué)界關(guān)注的焦點(diǎn)。2016年6月30日,中國(guó)正式成為國(guó)際移民組織(International Organization for Migration,簡(jiǎn)稱IOM)的成員國(guó)。國(guó)際移民組織有著豐富的移民治理經(jīng)驗(yàn),其移民治理理念也得到越來越多國(guó)家認(rèn)同,并在全球移民治理領(lǐng)域發(fā)揮越來越重要作用。中國(guó)作為國(guó)際移民組織的成員國(guó),一方面能促進(jìn)國(guó)際移民組織的發(fā)展;另一方面也能更好地借鑒外來移民治理經(jīng)驗(yàn),立足自身情況,走出新時(shí)期移民治理之路。在查閱國(guó)際移民組織憲章、總干事報(bào)告、理事會(huì)決議、世界移民報(bào)告等文獻(xiàn)基礎(chǔ)上,深入研究國(guó)際移民組織所倡導(dǎo)的“國(guó)際移民多元主體協(xié)同治理”理念和國(guó)際移民治理的經(jīng)驗(yàn)。國(guó)際移民多元主體協(xié)同治理,即通過移居地區(qū)政府、社會(huì)組織、本地居民、國(guó)際移民等多元主體參與下協(xié)調(diào)治理,從而有效促進(jìn)國(guó)際移民福祉的提升。通過對(duì)越秀區(qū)登峰街道的長(zhǎng)期、定點(diǎn)調(diào)查,尤其是對(duì)其多元主體參與非洲裔移民治理的問卷調(diào)查及訪談,分析了廣州非洲裔移民的多元主體治理情況、移民福祉提高狀況等,發(fā)現(xiàn)廣州非洲裔國(guó)際移民協(xié)同治理中仍存在“強(qiáng)政府、弱社會(huì)主體”的現(xiàn)象。為此,本文針對(duì)各主體提出切實(shí)有效的移民治理建議和對(duì)策,主要有:政府需要進(jìn)一步簡(jiǎn)政放權(quán)、推出精準(zhǔn)化的移民治理措施,社會(huì)組織服務(wù)應(yīng)以需求驅(qū)動(dòng)、加強(qiáng)服務(wù)能力建設(shè),本地居民要轉(zhuǎn)變固有觀念、包容接納移民。此研究能為廣州市、乃至全國(guó)國(guó)際移民治理,提供一些理論參考。
[Abstract]:With China's reform and opening up, rapid economic and social development, and the successful holding of successive China-Africa Cooperation forums, China has increasingly become an ideal "gold country" for the African people, and more African immigrants are trying to realize the "Asian dream." He came to China thousands of miles away. Data show that African immigrants are mainly concentrated in Guangdong, Guangzhou, Zhejiang Yiwu two cities, mainly engaged in Sino-African import and export merchandise trade. Guangzhou has been the center of Chinese and foreign trade since ancient times, together with today's Canton Fair, it has gathered a large number of African immigrants. However, in recent years, the media reports on African-American immigrants are dominated by negative events, such as "Guangzhou was occupied by blacks" Guangzhou is overcrowded by blacks "and so on. Especially in July 2009, hundreds of black people stormed the police station in Guangzhou, and after the traffic jam incident in June 2012, the negative media reports on the immigrants of African descent in Guangzhou were endless. Since Guangdong Province promulgated the interim regulations on the Management of foreigners in Guangdong Province in May 2011, the management of immigrants of African descent in Guangzhou has become more standardized and strict, and the negative incidents have been gradually reduced. Therefore, how to effectively manage and promote the integration of African immigrants in Guangzhou has become the focus of attention of the government and scholars. On June 30, 2016, China officially became a member of the International Organization for Migration (IOM). The International Organization for Migration (IOM) has rich experience in immigration governance, and its concept of migration governance is recognized by more and more countries, and it plays an increasingly important role in the field of global migration governance. China, as a member of the International Organization for Migration (IOM), on the one hand can promote the development of IOM, on the other hand, it can learn better from the experience of immigration governance, base itself on its own situation, and walk out the road of immigration governance in the new period. On the basis of reference to documents such as the Charter of the International Organization for Migration, the report of the Director-General, the resolutions of the Board of Governors, the World Migration report, This paper deeply studies the concept of "multi-agent cooperative governance of international migration" advocated by IOM and the experience of international migration governance. The cooperative governance of international migrants is to promote the well-being of international migrants effectively through coordinated governance with the participation of local governments, social organizations, local residents, international migrants and so on. Through the long-term, fixed-point investigation of Dengfeng Street in Yuexiu District, especially the questionnaire survey and interview on the participation of multiple subjects in the governance of African immigrants, this paper analyzes the situation of multi-subject governance of immigrants of African descent in Guangzhou, and the improvement of the well-being of migrants, etc. It is found that there still exists the phenomenon of "strong government and weak social subject" in the cooperative governance of international migrants of African descent in Guangzhou. For this reason, this paper puts forward practical and effective suggestions and countermeasures for various subjects on immigration governance. The main measures are: the government needs to further simplify the administration of power, the introduction of precise measures of immigration governance, social organization services should be demand-driven, To strengthen service capacity building, local residents should change their attitudes and accept immigrants. This study can provide some theoretical reference for the governance of Guangzhou and even the whole country.
