【摘要】：歐盟在實現(xiàn)歐洲一體化的進(jìn)程中一直做著不懈的努力，目的是要以一個更強(qiáng)大的聲音說話，，從而在國際上處于舉足輕重的地位，實現(xiàn)整體利益的最大化。要實現(xiàn)歐洲一體化，歐盟成員國之間的合作是必不可少的。而實現(xiàn)一體化過程中，首先是要在共同安全的前提下才能保證其他利益的實現(xiàn)。如何促進(jìn)歐盟的共同安全問題則成為目前學(xué)者們談?wù)摵脱芯康闹匾矫妗?本文通過對一系列國外文章的研讀，從而結(jié)合不同學(xué)者對于歐洲安全問題加以研究，以歐盟鄰國政策為例，將此政策加以詳細(xì)剖析和研究，并對歐盟目前的鄰國現(xiàn)狀給予評價。相對于歐盟剛剛建立之時，歐盟一直處于不斷外擴(kuò)吸納新成員的過程，尤其是2004年以后的歐盟東擴(kuò)運動更是使歐盟學(xué)者以及國際上的歐盟研究人員意識到歐盟確實應(yīng)當(dāng)考慮其規(guī)模的問題，是無限擴(kuò)大還是有所收斂。如果繼續(xù)擴(kuò)大下去，那么歐盟將面臨著一個共同安全的問題，如果從此將其他符合入盟要求的國家直接拒之門外，那么將會迎來新的邊界沖突或不安定的因素。所以，如何處理好鄰國關(guān)系就是十分重要的問題，怎樣解決困境也是目前很多學(xué)者十分關(guān)注的重要議題。 為了解決這種困境，本文從歐盟鄰國政策這個解決此困境的對應(yīng)政策入手，將歐盟目前的安全現(xiàn)狀加以分析，同時介入了共同價值觀與全球公共物品的分析方式，從歐盟一直所推崇的有效的多邊主義方法來分析到底歐盟采取一個什么樣的方式能夠使自身既有所發(fā)展，又能夠確保其相對的安全，這其中將涉及到歐盟推崇的共同價值觀的問題，進(jìn)一步了解歐盟的不同外交政策的提出方式及所存在的問題，分析歐洲安全方面存在的問題，并提出相對建議。最后得出營造一個相對開放的共同價值觀是解決各種矛盾的有效方式，同時也是使歐盟實現(xiàn)“大戰(zhàn)略”目標(biāo)的更進(jìn)一步的舉措與目標(biāo)方式。
[Abstract]:The European Union has been making unremitting efforts in the process of realizing European integration with the aim of speaking with a stronger voice, thus playing a pivotal role in the world and realizing the maximization of the overall interests. Cooperation among EU member states is essential to European integration. In the process of realizing integration, the first thing is to guarantee the realization of other benefits under the premise of common security. How to promote the common security of the European Union has become an important aspect of scholars' discussion and research. Through the reading of a series of foreign articles, this paper studies the European security problem by combining with different scholars, taking the EU neighboring policy as an example, the policy is analyzed and studied in detail, and the current situation of the EU's neighboring countries is evaluated. Compared with the time when the EU was just established, the EU has been in the process of continuously expanding and absorbing new members. In particular, the eastward expansion of the EU since 2004 has made EU scholars and international EU researchers realize that the EU should really consider the issue of its size, whether it should be expanded indefinitely or converged. If it continues to expand, the EU will face a common security problem, and new border conflicts or instability will emerge if other countries that meet the requirements for membership are henceforth shut out. Therefore, how to deal with the relationship between neighboring countries is a very important issue, and how to solve the dilemma is an important issue that many scholars pay close attention to. In order to solve this dilemma, this paper begins with the EU neighboring countries' policy, the corresponding policy to solve this dilemma, analyzes the current security situation of the EU, and at the same time gets involved in the analysis of common values and global public goods. The effective approach of multilateralism that the EU has been championing has been used to analyze what way the EU can develop itself and ensure its relative security. This will involve the issue of common values advocated by the EU, further understanding the way in which different EU foreign policies are put forward and the existing problems, analyzing the problems existing in European security, and putting forward relative suggestions. Finally, it is concluded that creating a relatively open common value is an effective way to solve all kinds of contradictions, and it is also a further measure and target way for the EU to achieve the goal of "grand strategy".
