【摘要】：伴隨著全球化進(jìn)程,世界不平等與貧富差距也越來(lái)越擴(kuò)大了,其中美國(guó)巨富階層的崛起就是一個(gè)極端現(xiàn)象。2008年金融危機(jī)以后,這種貧富懸殊引發(fā)了"占領(lǐng)"運(yùn)動(dòng)等激烈抗議方式,并迅速蔓延開(kāi)來(lái),各種民粹主義思潮也甚囂塵上。美國(guó)財(cái)富加速向1%甚至0.1%的超級(jí)新貴集中,而中產(chǎn)階級(jí)與他們的差距不斷拉大,嚴(yán)重打擊了戰(zhàn)后發(fā)達(dá)國(guó)家通過(guò)一系列政策和制度構(gòu)建起來(lái)的以中產(chǎn)階級(jí)為基本盤(pán)的穩(wěn)定社會(huì)。美國(guó)政府的政策導(dǎo)向更有利于財(cái)富向極少數(shù)人集中,而這種集中,使得富人擁有更大的話語(yǔ)權(quán),操弄金錢(qián)政治、影響政策制定乃至立法;政府還放任公司高管成為新一代超級(jí)新貴,高管們巧立名目,使自己與普通員工的收入差距高達(dá)數(shù)百倍;政府也沒(méi)有對(duì)日漸式微的工會(huì)及其勞資關(guān)系失衡作出適宜反應(yīng),在不斷加劇的收入和財(cái)富不平等面前無(wú)所作為。由此值得關(guān)注的是,政府在縮小不平等中究竟應(yīng)該扮演什么角色?既然政府之手可以干預(yù)財(cái)富的分配和再分配,那我們的政策就不但要更加鼓勵(lì)人們勤勞致富、創(chuàng)新致富,而且要在解決因政策失誤而導(dǎo)致的巨額不當(dāng)財(cái)富問(wèn)題方面給出正確方法。
[Abstract]:Along with globalization, world inequality and the gap between the rich and the poor are widening, with the rise of the super-rich in the United States being an extreme phenomenon. This disparity between the rich and the poor triggered violent protests such as the Occupy Movement, which spread rapidly and populist trends. The wealth of the United States accelerates to the super upstart of 1% or even 0.1%, and the gap between the middle class and them is widening, which has seriously hit the stable society based on the middle class built by a series of policies and institutions in the developed countries after the war. The policy direction of the US government is more favorable to the concentration of wealth to a very small number of people, which makes the rich have a greater say, manipulate the money politics, and influence the policy making and even the legislation. The government has also allowed corporate executives to become a new generation of super-upstarts, with the executives claiming to be hundreds of times the income gap between themselves and the average employee. Nor has the government responded appropriately to declining unions and imbalances in their labour relations. Do nothing in the face of rising income and wealth inequality. What is worth paying attention to is what role should the government play in reducing inequality? Since the hands of the government can interfere with the distribution and redistribution of wealth, our policy should not only encourage people to become rich by industry, but also to become rich by innovation. And give the right way to deal with the huge and improper wealth caused by policy mistakes.
