【摘要】： 民族問題與政治穩(wěn)定對(duì)當(dāng)今世界任何一個(gè)多民族國(guó)家來說都構(gòu)成比較重大的理論和現(xiàn)實(shí)問題，因而受到人們的廣泛關(guān)注。本文從民族問題與政治穩(wěn)定兩個(gè)概念入手，圍繞二者的關(guān)系展開研究，旨在揭示轉(zhuǎn)型期中國(guó)的民族問題與民族地區(qū)乃至整個(gè)國(guó)家政治穩(wěn)定的高度相關(guān)性。 本文采用理論聯(lián)系實(shí)際以及跨學(xué)科研究的方法，力圖比較全面地把握中國(guó)的民族問題與政治穩(wěn)定的關(guān)系，并提出自己的一些見解和主張。 民族關(guān)系問題構(gòu)成世界任何多民族國(guó)家民族問題的主要內(nèi)容，狹義的民族問題就是指民族關(guān)系問題。民族關(guān)系問題與政治穩(wěn)定的關(guān)系極為密切，一個(gè)國(guó)家民族關(guān)系歷史過程如何，影響著這個(gè)國(guó)家民族關(guān)系的發(fā)展及其走向，也影響著這個(gè)國(guó)家未來的政治局面。中國(guó)歷史上的民族關(guān)系對(duì)當(dāng)代中國(guó)、以至將來中國(guó)的民族關(guān)系有著十分深遠(yuǎn)的影響。現(xiàn)實(shí)社會(huì)的民族關(guān)系既構(gòu)筑在歷史民族關(guān)系基礎(chǔ)之上，也是歷史民族關(guān)系的承繼。認(rèn)識(shí)民族關(guān)系需要用客觀的眼光去分析看待，為了證明現(xiàn)在，任意肢解或歪曲歷史，也是一種歷史虛無主義的表現(xiàn)，而且認(rèn)識(shí)歷史也不僅有一種視角、一個(gè)維度。統(tǒng)一的多民族中國(guó)不必“發(fā)明傳統(tǒng)”，也不必“制造歷史”，自秦漢以至現(xiàn)在的歷史足以證明當(dāng)代中國(guó)的民族關(guān)系是歷史的繼承和發(fā)展，而不是刻意的制造和發(fā)明。轉(zhuǎn)型社會(huì)的民族關(guān)系受到來自于變化著的經(jīng)濟(jì)、社會(huì)、文化等因素的影響，成為影響民族地區(qū)、以至國(guó)家政治穩(wěn)定的重要因素之一，化解民族矛盾、完善民族關(guān)系、維護(hù)政治穩(wěn)定是轉(zhuǎn)型社會(huì)的一種要求，也是社會(huì)轉(zhuǎn)型的一種目的。民族關(guān)系的歷史與現(xiàn)狀，民族關(guān)系對(duì)政治穩(wěn)定影響以及如何促進(jìn)二者向著良性互動(dòng)的方向發(fā)展，必須著力進(jìn)行研究。 民族地區(qū)的政治穩(wěn)定與各民族自身的發(fā)展?fàn)顩r密切相關(guān)。轉(zhuǎn)型期各個(gè)民族強(qiáng)烈的發(fā)展要求，給穩(wěn)定的政治體系增加了負(fù)重因素，，滿足發(fā)展要求與引導(dǎo)發(fā)展方向構(gòu)成維護(hù)政治穩(wěn)定的主要方面。民族經(jīng)濟(jì)、政治、文化的發(fā)展對(duì)政治穩(wěn)定影響強(qiáng)烈。民族經(jīng)濟(jì)發(fā)展是政治穩(wěn)定的存在基礎(chǔ)；民族政治發(fā)展是政治穩(wěn)定的內(nèi)在要求；民族文化發(fā)展是政治穩(wěn)定的基本保障；三者的任一不足或偏廢，都可能威脅到政治穩(wěn)定的局面。 宗教問題往往是民族問題、政治穩(wěn)定的敏感區(qū)域，并且宗教問題與民族問題相互纏繞、難解難分。端正對(duì)宗教的態(tài)度，發(fā)揮宗教的正面作用，是維護(hù)民族地區(qū)政治穩(wěn)定的關(guān)鍵。促進(jìn)宗教與社會(huì)主義社會(huì) 相適應(yīng)關(guān)鍵在于引導(dǎo)。 某種意義上，實(shí)施西部大開發(fā)是轉(zhuǎn)型期我國(guó)解決民族問題、維護(hù) 政治穩(wěn)定的必然選擇。西部的環(huán)境問題、經(jīng)濟(jì)發(fā)展?fàn)顩r等都可能是引 發(fā)民族問題和政治不穩(wěn)定的誘因。開發(fā)的理念和模式對(duì)民族問題、政 治穩(wěn)定影響巨大，國(guó)外國(guó)土開發(fā)雖與我國(guó)的西部大開發(fā)鮮有可比性， 但在這點(diǎn)上則對(duì)我們有許多的啟示和警示。 全球化背景下的民族問題與政治穩(wěn)定備受世人關(guān)注。在經(jīng)濟(jì) 全球化的趨勢(shì)愈益增強(qiáng)和世界性民族主義浪潮洶涌的今天，開放 的中國(guó)免不了受到影響。世界各國(guó)，尤其是中國(guó)周邊國(guó)家發(fā)生的 民族問題對(duì)中國(guó)的許多民族、特別是跨境民族產(chǎn)生重要影響。世 界范圍爆發(fā)的民族主義浪潮多以民族問題為由沖擊一國(guó)的領(lǐng)土 與主權(quán)完整，政治不穩(wěn)定則無一例外是這些國(guó)家和地區(qū)的顯著特 征。中國(guó)應(yīng)對(duì)這類挑戰(zhàn)的武器是多民族統(tǒng)一國(guó)家的歷史傳統(tǒng)和現(xiàn) 行的各項(xiàng)民族政策。 中國(guó)謀求解決民族問題，維護(hù)政治穩(wěn)定，必須以社會(huì)的全面 發(fā)展為依托。以發(fā)展求穩(wěn)定與以穩(wěn)定促發(fā)展是轉(zhuǎn)型期的中國(guó)以至 中國(guó)未來社會(huì)的路徑選擇。
[Abstract]:Ethnic problems and political stability constitute a more important theoretical and practical problem for any multi - ethnic country in the world today , thus being widely concerned . This paper starts with the two concepts of national and political stability , and aims at revealing the high correlation between the ethnic problems of China in transition and the political stability of the whole country .









This paper tries to compare the relationship between China ' s ethnic problems and political stability and put forward some opinions and ideas .









The relationship between the nation and the nation has a profound influence on the relationship between the nation and the nation . The relationship between the nations of the nation and the political stability has a profound influence on the relationship between the nation and the nation .









The political stability of the ethnic region is closely related to the development of each nation itself . The strong development demands of various nationalities in the period of transition , which add the negative factors to the stable political system , meet the development requirement and guide the development direction constitute the main aspects of maintaining political stability . Religious issues are often ethnic and politically stable sensitive areas , and religious problems and ethnic issues are intertwined and difficult to resolve .
