轉(zhuǎn)型時(shí)期俄羅斯行政改革研究

【摘要】: 論文重點(diǎn)研究了蘇聯(lián)解體以后俄羅斯轉(zhuǎn)型初期和轉(zhuǎn)型發(fā)展時(shí)期的行政改革。轉(zhuǎn)型初期,行政改革在俄羅斯只是一個(gè)優(yōu)先度較低的議題,缺乏整體性的行政改革戰(zhàn)略,但是,與以往相比,俄羅斯在政府職能轉(zhuǎn)變、政府內(nèi)部組織結(jié)構(gòu)的重組、公務(wù)員制度的改革以及中央與地方關(guān)系的調(diào)整等方面都有較大的變化。轉(zhuǎn)型發(fā)展時(shí)期,行政改革已經(jīng)上升到俄羅斯國(guó)家改革議程的首要位置,改革也取得了一些重要的成就:較為成功地改革了俄羅斯聯(lián)邦體制,設(shè)立聯(lián)邦區(qū)和總統(tǒng)全權(quán)代表制度,加強(qiáng)了執(zhí)行權(quán)力體系的一致性;通過(guò)了新公務(wù)員法,引入公務(wù)員新的職級(jí)制度,為公務(wù)員制度改革的所有關(guān)鍵要素提供了法律框架;在聯(lián)邦層級(jí)進(jìn)行職能評(píng)審,大量冗余和重疊的國(guó)家職能被消除;對(duì)聯(lián)邦企業(yè)和組織進(jìn)行重組,引入中央政府的三級(jí)結(jié)構(gòu),使政府結(jié)構(gòu)更加合理。最后,論文在上述研究基礎(chǔ)上,對(duì)轉(zhuǎn)型時(shí)期中俄行政改革進(jìn)行比較分析,總結(jié)出轉(zhuǎn)型時(shí)期中俄兩國(guó)行政改革性質(zhì)與特點(diǎn)。
[Abstract]:This paper focuses on the administrative reform in the early period of Russia's transition and development after the disintegration of the Soviet Union. At the beginning of the transition, administrative reform was only a low-priority issue in Russia and lacked a holistic strategy for administrative reform. However, compared with the past, Russia has changed its government functions and reorganized its internal organizational structure. There have been great changes in the reform of the civil service system and the adjustment of the relationship between the central and local governments. During the period of transition and development, the administrative reform has risen to the top of the Russian State reform agenda, and the reform has made some important achievements: the relatively successful reform of the system of the Russian Federation, the establishment of the Federal District and the system of plenipotentiary representation of the President, Enhanced consistency in the executive power system; the adoption of a new civil service law, the introduction of a new civil service rank system, the provision of a legal framework for all key elements of civil service reform, and the conduct of functional evaluations at the federal level, A large number of redundant and overlapping State functions have been eliminated; federal enterprises and organizations have been reorganized and the three-tier structure of the central government has been introduced to make the structure of government more rational. Finally, on the basis of the above research, this paper makes a comparative analysis of the administrative reform in China and Russia during the transition period, and summarizes the nature and characteristics of the administrative reform in China and Russia during the transition period.
