【摘要】：公共服務(wù)是現(xiàn)代政府職能的重要組成部分。經(jīng)濟(jì)社會(huì)快速發(fā)展使得政府公共服務(wù)與社會(huì)管理職能越來越突出。政府公共部門的職責(zé)就是為公眾提供高效、優(yōu)質(zhì)、滿意的服務(wù)。改革開放以后,隨著我國政府公共服務(wù)職能的不斷完善,政府的公共服務(wù)意識(shí)和服務(wù)水平都有了很大的提高,但與公眾日益增長的社會(huì)公共需求以及和國際上公共服務(wù)水平較高的國家相比,我國公共服務(wù)還存在諸多亟待解決的問題。因此有必要學(xué)習(xí)和借鑒英國在公共服務(wù)改革方面的成功經(jīng)驗(yàn),從而改進(jìn)我國的公共服務(wù)模式,改善政府的公共服務(wù)水平。 二戰(zhàn)后,尤其是七十年代以來,英國率先在全世界開展了一場持續(xù)的、聲勢浩大的公共服務(wù)改革運(yùn)動(dòng),這一運(yùn)動(dòng)積極的探索了政府職能的轉(zhuǎn)變,政府與市場、政府與社會(huì)關(guān)系的重構(gòu),以及如何處理社會(huì)公平與效率的關(guān)系。總的來說,英國的公共服務(wù)改革運(yùn)動(dòng)取得了良好的效果,許多國家非常推崇其改革的理念和相關(guān)方式,并且形成一股波及歐洲大陸、美國乃至亞非發(fā)展中國家的公共服務(wù)改革浪潮。這一浪潮又極大地推進(jìn)了各國政府治理的制度創(chuàng)新和能力提升。目前正處于深化改革關(guān)鍵時(shí)期的中國,同樣面臨著體制改革、政府職能轉(zhuǎn)變、治理制度變遷等一系列深層次的問題,如何借鑒國際成功經(jīng)驗(yàn),特別是系統(tǒng)把握和分析公共服務(wù)改革發(fā)源地英國的實(shí)踐,有的放矢地借鑒和吸收其經(jīng)驗(yàn)教訓(xùn),從公共服務(wù)改革的視角入手,研究探討適合我國國情和現(xiàn)階段發(fā)展需要、順應(yīng)全球發(fā)展潮流的政府治理新模式,對于轉(zhuǎn)變政府職能、推進(jìn)管理體制改革、構(gòu)建公共服務(wù)型政府具有重要意義。
[Abstract]:Public service is an important part of modern government function. The rapid development of economy and society makes the function of government public service and social management more and more prominent. The responsibility of the public sector is to provide efficient, quality and satisfactory services to the public. After the reform and opening up, with the continuous improvement of the public service function of our government, the public service consciousness and service level of the government have been greatly improved. However, compared with the increasing public demand of the public and the high level of public service in the world, there are still many problems to be solved urgently in China's public service. Therefore, it is necessary to learn and learn from the successful experience of the United Kingdom in the reform of public service, so as to improve our public service model and improve the level of public service of the government. After World War II, especially since the 1970s, Britain took the lead in launching a continuous and powerful public service reform movement around the world, which actively explored the transformation of government functions, the reconstruction of government and market, and the reconstruction of government and social relations. And how to deal with the relationship between social justice and efficiency. In general, the public service reform movement in Britain has achieved good results, and many countries highly admire its ideas and related ways of reform, and form a wave that affects the European continent. A wave of public service reform in the United States and even in developing countries in Asia and Africa. This wave has greatly promoted the institutional innovation and capacity enhancement of government governance in various countries. At present, China, which is in the critical period of deepening reform, is also faced with a series of deep-seated problems, such as system reform, transformation of government functions, changes of governance system, and so on. How to learn from the successful international experience, In particular, we should systematically grasp and analyze the practice of the United Kingdom, where the public service reform originated, draw on and absorb its experience and lessons, and start with the perspective of the public service reform, and study and discuss the situation and the development needs of our country at the present stage. The new mode of government governance, which conforms to the trend of global development, is of great significance to the transformation of government functions, the promotion of management system reform and the construction of a public service-oriented government.
