【摘要】： 作為生產(chǎn)力發(fā)展的客觀結(jié)果，目前經(jīng)濟(jì)全球化發(fā)展迅速、方興未艾，已經(jīng)成為當(dāng)今世界經(jīng)濟(jì)發(fā)展的最為重大的內(nèi)容、最為鮮明的時(shí)代特征和不可逆轉(zhuǎn)的發(fā)展趨勢(shì)。它深刻影響了人類社會(huì)的歷史發(fā)展，加速了傳統(tǒng)社會(huì)的變遷和思想文化的激蕩以及各國(guó)政府在政治、經(jīng)濟(jì)領(lǐng)域的主動(dòng)變革，同時(shí)也突破了傳統(tǒng)的以民族國(guó)家為基本視角的問(wèn)題研究，給人們提供了反思?xì)v史和研究問(wèn)題的一個(gè)全新視角。因此，“經(jīng)濟(jì)全球化”概念和理論一經(jīng)出現(xiàn)，就立刻引起世界范圍的廣泛關(guān)注與激烈爭(zhēng)論。 人們?cè)谘芯拷?jīng)濟(jì)全球化的過(guò)程中發(fā)現(xiàn)，伴隨著經(jīng)濟(jì)全球化的發(fā)展，社會(huì)不平等不僅在國(guó)際層次上表現(xiàn)出來(lái)，而且也在發(fā)達(dá)國(guó)家內(nèi)部呈現(xiàn)日益加劇的態(tài)勢(shì)。究其原因，這是因?yàn)樵诮?jīng)濟(jì)全球化進(jìn)程中，強(qiáng)資本、弱國(guó)家和弱勞工政治格局的形成，以及經(jīng)濟(jì)、社會(huì)和思想文化的變遷，對(duì)凱恩斯“需求管理”政策和發(fā)達(dá)國(guó)家傳統(tǒng)的社會(huì)保護(hù)機(jī)制形成了劇烈沖擊，由此導(dǎo)致傳統(tǒng)的社會(huì)福利國(guó)家模式走向終結(jié)。以此為切入點(diǎn)，本論文從多維視角對(duì)福利國(guó)家的現(xiàn)實(shí)問(wèn)題進(jìn)行考察，，對(duì)其積極“福利社會(huì)”的改革進(jìn)行評(píng)析，并對(duì)經(jīng)濟(jì)全球化進(jìn)程中福利國(guó)家的未來(lái)走向作出預(yù)測(cè)。 論文正文部分由三章構(gòu)成。第一章主要從宏觀和全局的角度對(duì)經(jīng)濟(jì)全球化、福利國(guó)家的基本理論，對(duì)經(jīng)濟(jì)全球化與福利國(guó)家之間的關(guān)系作出考察，奠定整篇論文的理論基礎(chǔ)和立論依據(jù)。通過(guò)對(duì)濟(jì)全球化的歷史、現(xiàn)狀與理論的考察，指出經(jīng)濟(jì)全球化是指全球范圍內(nèi)各國(guó)各地區(qū)之間經(jīng)濟(jì)相互聯(lián)系和相互依存，在世界市場(chǎng)擴(kuò)展和深化基礎(chǔ)上日趨密切的一種發(fā)展態(tài)勢(shì)和發(fā)展進(jìn)程；通過(guò)對(duì)福利國(guó)家的歷史考察和模式特征分析，指出福利國(guó)家是二戰(zhàn)以后西歐國(guó)家政治、經(jīng)濟(jì)、社會(huì)和思想文化等多領(lǐng)域多因素“交互”作用的結(jié)果，具有特定的理論內(nèi)涵和共同的模式特征；通過(guò)對(duì)經(jīng)濟(jì)全球化背景下福利國(guó)家問(wèn)題的初步解讀，指出在經(jīng)濟(jì)全球化進(jìn)程中，戰(zhàn)后西歐福利國(guó)家“妥協(xié)”有面臨終結(jié)的危險(xiǎn)，并確立經(jīng)濟(jì)全球化進(jìn)程中福利國(guó)家問(wèn)題研究的多維視角。 第二章是論文的主體部分，分別從經(jīng)濟(jì)、社會(huì)、政治和思想文化四個(gè)領(lǐng)域展開(kāi)對(duì)經(jīng)濟(jì)全球化背景下福利國(guó)家現(xiàn)實(shí)問(wèn)題的理論研究，進(jìn)一步明確：從經(jīng)濟(jì)視角來(lái)看，“福利經(jīng)濟(jì)”是福利國(guó)家經(jīng)濟(jì)和社會(huì)政策的基礎(chǔ)；經(jīng)濟(jì)全球化進(jìn)程中凱恩斯“需求管理”政策的失敗，使“福利經(jīng)濟(jì)”陷于困境，是導(dǎo)致福利國(guó)家伴隨經(jīng)濟(jì)全球化而出現(xiàn)的危機(jī)（簡(jiǎn)稱福利國(guó)家的“全球化危機(jī)”）的經(jīng)濟(jì)原因；從社會(huì)視角來(lái)看，福利國(guó)家是針對(duì)工業(yè)社會(huì)的社會(huì)結(jié)構(gòu)和社會(huì)需求而設(shè)計(jì)的一種福利制度模式；經(jīng)濟(jì)全球化進(jìn)程中西歐國(guó)家經(jīng)濟(jì)和社會(huì)的結(jié)構(gòu)性變化，造成這種制度模式的相對(duì)滯后，是導(dǎo)致福利國(guó)家“全球化危機(jī)”的社會(huì)原因；從政治視角來(lái)看，福利國(guó)家是在階級(jí)力量對(duì)比和相互權(quán)力制約處于平衡狀態(tài)下的資本和勞工之間“階級(jí)妥協(xié)”的產(chǎn)物；經(jīng)濟(jì)全球化進(jìn)程中資本權(quán)力的膨脹、國(guó)家與勞工地位和影響相對(duì)削弱打破了這一平衡，是導(dǎo)致福利國(guó)家“全 WP=4 球化危機(jī)”的政治原因；從文化視角來(lái)看，二戰(zhàn)以后在西歐社會(huì)形成的“福利共識(shí)”是福利國(guó)家存在和發(fā)展的思想文化基礎(chǔ)；經(jīng)濟(jì)全球化進(jìn)程中的新自由主義的甚囂塵上和對(duì)自由市場(chǎng)經(jīng)濟(jì)的推崇，使這種“福利共識(shí)”陷于日益瓦解的境地，是導(dǎo)致福利國(guó)家“全球化危機(jī)”的文化層面原因。 第三章主要對(duì)經(jīng)濟(jì)全球化進(jìn)程中西歐福利國(guó)家的改革進(jìn)行考察和分析，指出第三條道路是以布萊爾、吉登斯和施羅德為代表的西歐社會(huì)民主黨人對(duì)傳統(tǒng)福利國(guó)家模式進(jìn)行理論反思的結(jié)果和積極應(yīng)對(duì)經(jīng)濟(jì)全球化沖擊的現(xiàn)實(shí)方案選擇。其提出的積極“福利社會(huì)”的主張實(shí)質(zhì)是在堅(jiān)持傳統(tǒng)社會(huì)民主主義基本價(jià)值觀念的基礎(chǔ)上，部分吸收了新自由主義經(jīng)濟(jì)和社會(huì)發(fā)展的主張，以便在福利、負(fù)擔(dān)和效率之間形成一種新的平衡。其主要內(nèi)容是強(qiáng)調(diào)對(duì)“可能性”的公平分配和消除“社會(huì)排斥”，擴(kuò)大個(gè)人、民間機(jī)構(gòu)和社區(qū)的社會(huì)責(zé)任，擴(kuò)大市場(chǎng)機(jī)制在增加社會(huì)福利總量和提供公共服務(wù)方面的作用，加大對(duì)人力資源的投資和提升個(gè)人應(yīng)對(duì)市場(chǎng)沖擊的能力，以實(shí)現(xiàn)“消極福利”向“積極福利”、福利國(guó)家向“福利社會(huì)”、保姆式國(guó)家向“投資型國(guó)家”的過(guò)渡。由于福利國(guó)家是社會(huì)各種因素“交互”作用的結(jié)果，其改革也不可避免地受到各種復(fù)雜因素的影響和制約。改革的步伐有多快、成效有多大，將取決于多種因素共同作用的結(jié)果。 結(jié)束語(yǔ)，聯(lián)系我國(guó)的情況，探討在經(jīng)濟(jì)全球化背景下建設(shè)中國(guó)特色社會(huì)主義保障制度應(yīng)注意的問(wèn)題，指出必須堅(jiān)持與經(jīng)濟(jì)與社會(huì)發(fā)展水平相適應(yīng)原則，根據(jù)現(xiàn)實(shí)國(guó)力來(lái)規(guī)劃社會(huì)保障；必須堅(jiān)持滿足福利需求原則，根據(jù)城鄉(xiāng)居民的需求來(lái)設(shè)置具體保障項(xiàng)目；必須堅(jiān)持社會(huì)化與多元化道路，建立國(guó)家與個(gè)人、企業(yè)、社區(qū)、團(tuán)體和家庭的良好合作關(guān)系；必須堅(jiān)持適應(yīng)未來(lái)經(jīng)濟(jì)和社會(huì)發(fā)展的原則，加大教育和其它人力資源投資；必須堅(jiān)持適度市場(chǎng)機(jī)制原則，提高社會(huì)福利和公共服務(wù)的質(zhì)量和效益；必須加強(qiáng)對(duì)經(jīng)濟(jì)全球化背景下社會(huì)保障跨國(guó)協(xié)調(diào)等方面的研究，尋求積極的應(yīng)對(duì)之策。這也是本文的結(jié)論所在。
[Abstract]:As an objective result of the development of productive forces , the rapid development of economic globalization has become the most important content of the world ' s economic development , the most distinctive feature of the times and the irreversible trend of development .









In the process of studying the globalization of the economy , people find that , with the development of the globalization of the economy , social inequality is not only manifested at the international level but also in the developed countries .









Chapter one examines the relationship between economic globalization and welfare state from the macro and global perspective , and establishes the theoretical basis and theoretical basis for the whole thesis .
Through the historical investigation and pattern analysis of welfare state , it is pointed out that welfare state is the result of multi - factor " interaction " in politics , economy , society and thought culture in western European countries after World War II , and has specific theoretical connotation and common mode characteristics ;
Through the preliminary interpretation of welfare state problem in the background of economic globalization , it is pointed out that in the process of economic globalization , the post - war Western European welfare state " compromise " has the risk of the end , and establishes the multi - dimensional visual angle of the research on welfare state in the process of economic globalization .









The second chapter is the main part of the thesis , from the four domains of economic , social , political and ideological and cultural , the theoretical research on the real problems of welfare state in the background of economic globalization is further clarified : from the economic point of view , " welfare economy " is the basis of welfare state economic and social policy ;
The failure of Keynesian demand management policy in the process of economic globalization makes the " welfare economy " predicament , which leads to the economic reason of the crisis ( the " globalization crisis " of welfare state ) caused by the globalization of the welfare state with the economic globalization ;
From the social perspective , welfare state is a kind of welfare system designed for the social structure and social demand of industrial society ;
The structural change of the economic and social structure of the western European countries in the process of economic globalization , which leads to the relative lag of the system model , is the social cause of the " globalization crisis " of the welfare state ;
From the political point of view , welfare state is the product of " class compromise " between the capital and the labour under the balance of class force and mutual power .

From the cultural perspective , the " welfare consensus " formed in the Western European society after World War II is the basis for the existence and development of welfare state ;
The rise of neo - liberalism in the process of economic globalization and the promotion of free market economy have led to the collapse of the " welfare consensus " , which is the cultural dimension of the " globalization crisis " of welfare state .









Chapter three examines and analyzes the reform of the welfare state in Western Europe in the process of economic globalization , and points out that the third way is to make theoretical reflection on the traditional welfare state model and to actively deal with the impact of economic globalization .









The article discusses the problems that should be paid attention to in building socialism guarantee system with Chinese characteristics under the background of economic globalization , pointing out that we must adhere to the principle of adapting to the level of economic and social development , and plan the social security according to the actual state power ;
We must adhere to the principle of welfare needs , and set up specific guarantee projects according to the needs of urban and rural residents ;
We must adhere to the way of socialization and diversification and establish good cooperative relations between the state and individuals , enterprises , communities , groups and families ;
We must adhere to the principles of economic and social development in the future , and increase investment in education and other human resources ;
We must adhere to the principle of moderate market mechanism , improve the quality and benefit of social welfare and public service ;
It is necessary to strengthen the research on the transnational coordination of social security in the context of economic globalization , and seek a positive response . This is also the conclusion of this paper .
