【摘要】：海蘭帕克鎮(zhèn)的居民熱愛自治,他們選擇自己的政府體制,他們關(guān)心自治鎮(zhèn)的公共事務(wù),并熱心奉獻。自治鎮(zhèn)政府實行兼職制度,大量的志愿者參與公共事務(wù)。海蘭帕克自治鎮(zhèn)的政府民主而開放,政府并非高高在上凌駕于民眾,而是融化于民眾之中。這個小規(guī)模的自治鎮(zhèn)不但遴選出了賢能之人,而且使政府融化于民眾之中,使政府成本消融于居民的熱心奉獻之中,這似乎實現(xiàn)了一種甚至可以超越合作治理的治理模式。
[Abstract]:Hailanpak residents love autonomy, they choose their own system of government, they care about the public affairs of the town, and dedicated. The autonomous town government implements the part-time system, a large number of volunteers participate in public affairs. The government of Hailanpak is democratic and open, and the government is not above the people, but melts among them. This small autonomous town not only selects the talented people, but also melts the government among the people and causes the government cost to melt into the enthusiastic dedication of the residents, which seems to achieve a governance model that can even go beyond cooperative governance.
