【摘要】:政府公信力是政府追求的重要價(jià)值目標(biāo),但令人遺憾的是,地方政府的公信力遠(yuǎn)遠(yuǎn)落后于時(shí)代的發(fā)展。政府管理者中仍然有一部分保留著傳統(tǒng)的管理思維,令地方政府公信力不斷下降。再加上網(wǎng)絡(luò)為憤怒的公眾提供了一個(gè)相對(duì)自由的批判政府的平臺(tái),讓政府公信力腹背受敵。不能否認(rèn),一些地方政府致力于提高政府公信力,并取得了一定的成績(jī),無(wú)奈網(wǎng)絡(luò)放大效應(yīng)讓個(gè)別政府的不端行為成了全國(guó)的普遍現(xiàn)象。本文的寫作目的是為了挽救在網(wǎng)絡(luò)時(shí)代瀕臨谷底的政府公信力,以期能夠?yàn)閷?shí)現(xiàn)這一價(jià)值追求做出一點(diǎn)貢獻(xiàn)。 在第一部分即引言部分,主要介紹了本文的選題原因、選題目的及研究現(xiàn)狀等方面的內(nèi)容。選題原因有客觀時(shí)代背景和中國(guó)政府公信力現(xiàn)狀兩個(gè)方面:我國(guó)政府公信力呈由中央到地方逐級(jí)遞減的趨勢(shì)。公眾對(duì)于中央政府的信任度遠(yuǎn)遠(yuǎn)的高于地方政府,再加上網(wǎng)絡(luò)輿論沖擊的主要對(duì)象還是地方政府,所以筆者認(rèn)為跳過省級(jí)及其以上政府,探討市級(jí)及其以下政府的公信力更有現(xiàn)實(shí)意義;我國(guó)已經(jīng)進(jìn)入網(wǎng)絡(luò)時(shí)代,這樣一個(gè)新時(shí)代的到來對(duì)于政治社會(huì)生活的各個(gè)方面都有重大影響,當(dāng)然也包括政府公信力。網(wǎng)絡(luò)時(shí)代給政府公信力帶來了前所未有的危機(jī),同時(shí)也孕育著前所未有的機(jī)遇,在這樣一個(gè)大背景中探討地方政府公信力,不僅可以分析地方政府公信力弱化根源,更重要的在于找到借用網(wǎng)絡(luò)力量提高地方政府公信力的有效途徑。 本文第二部分主要探討了政府公信力的概念。概念界定是一切理論開展的前提,筆者分別列舉了幾種不同的政府公信力概念,結(jié)合與本文論述相契合的內(nèi)容,總結(jié)出筆者自己的政府公信力概念:政府公信力就是政府在公共管理、公共服務(wù)及公共關(guān)系等各方面表現(xiàn)出來的言行、態(tài)度、結(jié)果因符合公眾和時(shí)代的價(jià)值需求而獲得認(rèn)可,公眾通過主觀評(píng)價(jià)決定給予政府某種程度上的信任。之后,本文將公信力、誠(chéng)信、信任、信用進(jìn)行簡(jiǎn)單的辨析,總結(jié)出公信力有別于其它概念的特點(diǎn),讓讀者對(duì)政府公信力的內(nèi)涵有更深入的了解。 本文的第三部分探討了網(wǎng)絡(luò)時(shí)代對(duì)于政府公信力帶來了什么沖擊,通過舉例論證的方法,讓讀者更加形象具體的了解這種沖擊的表現(xiàn)和強(qiáng)度。在這一部分,筆者詳細(xì)列舉了幾個(gè)網(wǎng)民和公眾耳熟能詳?shù)膶?shí)例:有天價(jià)過路費(fèi)事件、杭州70碼事件、河南集體停暖事件等,最終得出第三部分的結(jié)論:在當(dāng)代這樣信息爆炸的時(shí)代,政府已經(jīng)不是高墻大院中的神秘組織,而是時(shí)刻暴露在公眾視野中的透明體。政府不符合時(shí)代要求的言行往往可以“一石激起千層浪”,個(gè)別政府的行為會(huì)被網(wǎng)絡(luò)放大成為全國(guó)政府的通病。政府公信力正在遭遇前所未有的沖擊:首先在網(wǎng)絡(luò)時(shí)代,傳統(tǒng)政府管理理念已經(jīng)難以適應(yīng)新時(shí)代的要求,個(gè)別政府的行為足以影響全國(guó)政府的形象。第二,網(wǎng)絡(luò)時(shí)代的政府決策不再是一錘定音,而是須接受公眾的質(zhì)疑,并且極有可能在輿論的壓力下改變?cè)袥Q定。所以,面對(duì)網(wǎng)絡(luò)時(shí)代,政府必須轉(zhuǎn)變概念,提高服務(wù)意識(shí)和誠(chéng)信意識(shí),加快完善信息公開制度。 本文第四部分探討了地方政府公信力弱化加劇的根源。從三個(gè)方面來分析,即從政府自身的角度,從公眾意識(shí)的角度,從網(wǎng)絡(luò)特性的角度。從政府自身角度來分析,一方面是部分政府行為的確與主流價(jià)值不符。不誠(chéng)信、不公開、不遵法、不服務(wù)等行為嚴(yán)重背離了時(shí)代和公眾的價(jià)值要求;另一方面是我國(guó)地方政府?dāng)?shù)量眾多,發(fā)展不均衡,存在較大的管理難度。從公眾的意識(shí)角度來分析,民主意識(shí)的覺醒,使得公眾對(duì)于政治生活產(chǎn)生了越來越濃厚的興趣和需求,出現(xiàn)了此起彼伏的網(wǎng)絡(luò)監(jiān)督潮。從網(wǎng)絡(luò)特性的角度出發(fā),其具有匿名性、高效性、廣滲透性、互動(dòng)性和自由性等特性,給公眾提供了一個(gè)相對(duì)自由的批評(píng)監(jiān)督政府的平臺(tái)。但是這種自由絕不能成為恣意中傷,為了避免網(wǎng)絡(luò)平臺(tái)成為謠言的溫床,需要政府的管理和網(wǎng)友的自律。 本文的第五部分探討了提高地方政府公信力的途徑。同樣是從三個(gè)方面來展開,分別為:一通過提高地方政府獲得公信力的能力來實(shí)現(xiàn)地方政府公信力的強(qiáng)化,筆者認(rèn)為,所謂的政府獲得公信力的能力是指政府的道德能力、效率能力、服務(wù)能力和引導(dǎo)能力。二是通過加強(qiáng)重要政府對(duì)地方政府的管理來實(shí)現(xiàn)地方政府公信力的強(qiáng)化。促進(jìn)地方政府政務(wù)公開,促進(jìn)地方政府對(duì)于網(wǎng)絡(luò)監(jiān)督態(tài)度轉(zhuǎn)變,加強(qiáng)對(duì)地方政府的財(cái)務(wù)人事管理等都是有效的強(qiáng)化地方政府公信力的手段。三通過加強(qiáng)網(wǎng)絡(luò)的管理與引導(dǎo),包括網(wǎng)絡(luò)監(jiān)督立法,推行網(wǎng)絡(luò)有限實(shí)名制等都是可行的有效途徑。
[Abstract]:The government's credibility is an important value goal pursued by the government, but it is regrettable that the public trust of the local government is behind the development of the times. There are still some of the government administrators who retain the traditional management thinking, and the public credibility of the local government is declining. And the network has provided a relatively free batch for the angry public. It can not be denied that some local governments are committed to improving the credibility of the government and have achieved certain achievements. But the network magnification effect makes the misconduct of individual governments a common phenomenon throughout the country. The purpose of this article is to save the government on the brink of the Internet age. We believe that we can make a contribution to the pursuit of this value.
In the first part of the introduction, this paper mainly introduces the reasons for the topic, the purpose and the status of the research. There are two aspects: the objective background and the government credibility of the Chinese government: the public credibility of the government is decreasing from the central to the local level. The public trust for the central government is far from the public. The second part of this article mainly discusses the concept of government credibility. The definition is the premise of the development of all theories. The fifth part of this article discusses the ways to improve the credibility of local government.
