【摘要】：網(wǎng)絡(luò)恐怖主義是信息時代人類面臨的又一個全球挑戰(zhàn)。美國作為全世界信息化程度最高的國家之一，同樣受到網(wǎng)絡(luò)恐怖主義的威脅。自克林頓政府以來，美國逐漸確立并不斷完善了打擊網(wǎng)絡(luò)恐怖主義國家戰(zhàn)略。二十世紀(jì)九十年代，互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)造了前所未有的巨大財富，與此同時網(wǎng)絡(luò)襲擊事件激增，美國打擊網(wǎng)絡(luò)恐怖主義戰(zhàn)略應(yīng)運而生。克林頓政府時期，針對網(wǎng)絡(luò)恐怖主義戰(zhàn)略與互聯(lián)網(wǎng)產(chǎn)業(yè)發(fā)展緊密的聯(lián)系，推行“技術(shù)型”防御戰(zhàn)略。二十世紀(jì)末，，美國政府通過緊密的公私合作，建立了覆蓋諸多關(guān)鍵基礎(chǔ)設(shè)施的計算機保護系統(tǒng)。二十一世紀(jì)伊始，“9·11”事件的爆發(fā)使反恐成為布什政府的當(dāng)務(wù)之急，打擊網(wǎng)絡(luò)恐怖主義戰(zhàn)略亦成為國家安全戰(zhàn)略重要組成。布什總統(tǒng)進行了打擊網(wǎng)絡(luò)恐怖主義的機制改革，著力進行打擊網(wǎng)絡(luò)恐怖主義的能力建設(shè)，實現(xiàn)了從“技術(shù)型防御”到“先發(fā)制人”戰(zhàn)略背景下的“攻防兼?zhèn)洹鞭D(zhuǎn)變。在公眾質(zhì)疑政府以“反恐”為名，行“侵犯私權(quán)”之實的聲討中，民主黨候選人當(dāng)選總統(tǒng)。奧巴馬政府充分表明了美國對于網(wǎng)絡(luò)恐怖主義的威懾意志與威懾實力，重視構(gòu)建網(wǎng)絡(luò)空間總體秩序，實現(xiàn)了網(wǎng)絡(luò)空間戰(zhàn)略目標(biāo)的擴大。在第一任期內(nèi)，該屆政府取得了網(wǎng)絡(luò)空間大國合作的若干共識，開啟“多利益攸關(guān)方”模式的建設(shè)。不同時期戰(zhàn)略有效遏制網(wǎng)絡(luò)恐怖主義的同時，成為美國政府推行網(wǎng)絡(luò)霸權(quán)政策，侵犯公民隱私的工具。
[Abstract]:Network terrorism is another global challenge facing mankind in the information age. As one of the countries with the highest level of informatization in the world, the United States is also threatened by cyberterrorism. Since the Clinton administration, the United States has gradually established and improved its national strategy to combat cyberterrorism. In the 1990s, the Internet industry created an unprecedented wealth, at the same time, the proliferation of cyber attacks, the United States came into being the strategy to combat cyberterrorism. During the Clinton administration, the strategy of cyberterrorism and the development of the Internet industry were closely linked to the implementation of the "technological" defense strategy. At the end of the 20th century, the United States government established a computer protection system covering many key infrastructure through close public-private cooperation. At the beginning of the 21 ~ (th) century, the outbreak of "9 / 11" made anti-terrorism an urgent task of the Bush administration, and the strategy of combating cyberterrorism also became an important component of the national security strategy. President Bush has reformed the mechanism of cracking down on cyberterrorism, put forth efforts to build the capacity to combat cyberterrorism, and realized the transformation from "technical defense" to "attacking and defending both sides" under the strategic background of "preemptive attack". The Democratic candidate was elected president amid public criticism of the government for "violating private rights" in the name of "terrorism." The Obama administration has fully demonstrated the deterrent will and deterrent strength of the United States to cyberterrorism, attached importance to the construction of the overall order of cyberspace, and realized the expansion of the strategic goal of cyberspace. During its first term, the administration achieved a number of consensus on the cooperation of the great powers in cyberspace, and began the construction of the "multistakeholder" model. At the same time, it has become a tool for the US government to carry out cyberhegemony policy and violate citizens' privacy.
