【摘要】：以色列以"創(chuàng)新的國度"聞名于世。近年來,以色列的創(chuàng)新競爭力在全球主要創(chuàng)新指數(shù)評估榜單中名列前茅,呈現(xiàn)出創(chuàng)新驅(qū)動型經(jīng)濟體的要素與特征。以色列的創(chuàng)新競爭優(yōu)勢主要表現(xiàn)在企業(yè)與市場、人才與教育、創(chuàng)新產(chǎn)出與專利認(rèn)證、政府體制與基礎(chǔ)環(huán)境等四方面。完善的國家創(chuàng)新體系是塑造以色列強大的創(chuàng)新競爭力的源泉,政府、企業(yè)、高校的分工與協(xié)作形成了高效運轉(zhuǎn)的國家創(chuàng)新體系,政府主導(dǎo)設(shè)立與運作創(chuàng)新機構(gòu),企業(yè)負(fù)責(zé)高新技術(shù)的研發(fā)與產(chǎn)出,高校主管學(xué)術(shù)科研的攻堅與技術(shù)轉(zhuǎn)移。以色列在創(chuàng)新型國家建立的過程中積累了很多成功的經(jīng)驗,如加大研發(fā)投入、完善政策法規(guī)、推行引智計劃、增強企業(yè)創(chuàng)新活力、創(chuàng)建高校產(chǎn)業(yè)園區(qū)、營造創(chuàng)新文化氛圍等,這對當(dāng)下中國創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略的實施具有重要的借鑒意義。
[Abstract]:Israel is known as a country of innovation. In recent years, Israel's innovation competitiveness has topped the list of major global innovation indices, presenting elements and characteristics of innovation-driven economies. The competitive advantage of innovation in Israel lies in four aspects: enterprise and market, talent and education, innovation output and patent certification, government system and basic environment. The perfect national innovation system is the source of shaping Israel's strong innovation competitiveness. The division of labor and cooperation among the government, enterprises and universities form a highly efficient national innovation system, and the government leads the establishment and operation of innovative institutions. The enterprise is responsible for the R & D and output of high-tech. Israel has accumulated many successful experiences in the process of establishing an innovative country, such as increasing investment in research and development, perfecting policies and regulations, carrying out plans to attract wisdom, enhancing the vitality of enterprises' innovation, establishing industrial parks in colleges and universities, and creating an atmosphere of innovation culture, etc. This is of great significance to the implementation of innovation-driven development strategy in China.
