【摘要】：改革開放以來,廣州經(jīng)濟(jì)社會(huì)快速發(fā)展的同時(shí),非正規(guī)國(guó)際移民問題逐漸成為其社會(huì)議題之一。以往中國(guó)學(xué)者重視中國(guó)向西方發(fā)達(dá)國(guó)家移民的研究,本文側(cè)重中國(guó)國(guó)內(nèi)非正規(guī)國(guó)際移民的治理研究,以廣州的非正規(guī)國(guó)際移民作為案例進(jìn)行探究,這一特殊群體是廣州社會(huì)治理的工作之重。本文采用田野調(diào)查的方式,并探討美歐治理經(jīng)驗(yàn)。研究結(jié)果表明,美國(guó)和歐盟都重視國(guó)際移民管理的法律法規(guī)體系建設(shè),重視國(guó)家間合作,對(duì)移民來源國(guó)的發(fā)展援助,信息建設(shè)等;歐盟的非正規(guī)國(guó)際移民治理現(xiàn)已形成了國(guó)家層面的治理、超國(guó)家層面的治理與次區(qū)域?qū)用娴亩鄬哟沃卫?重視治理手段的多樣化。美歐的非正規(guī)國(guó)際移民治理對(duì)廣州具有借鑒意義。除了往上協(xié)助、推動(dòng)國(guó)家層面健全法律法規(guī),適時(shí)出臺(tái)移民法,加強(qiáng)國(guó)際合作,統(tǒng)籌國(guó)內(nèi)相關(guān)資源外,廣州自身也需要加強(qiáng)制度建設(shè),整合相關(guān)力量,組建相對(duì)獨(dú)立的專業(yè)管理隊(duì)伍,提高隊(duì)伍綜合素質(zhì),推進(jìn)、提升外國(guó)人管理社區(qū)建設(shè),更新技術(shù)檢測(cè)裝備,提高信息化水平。此外,在次國(guó)家治理方面,在政府主導(dǎo)的同時(shí),治理還需要借助高校、科研機(jī)構(gòu)以及民間智庫(kù)的智力資源,依靠社會(huì)組織和社會(huì)民眾的支持,只有全社會(huì)力量共同參與、多層監(jiān)督,才能更加有效地治理非正規(guī)國(guó)際移民問題。
[Abstract]:With the rapid economic and social development of Guangzhou since the reform and opening up, the problem of irregular international migration has gradually become one of its social issues. In the past, Chinese scholars attached importance to the study of migration from China to western developed countries. This paper focuses on the governance of China's domestic and international irregular migrants, and takes Guangzhou's irregular international migrants as a case study. This special group is the weight of social governance in Guangzhou. This article adopts the field investigation method, and discusses the US and European governance experience. The results show that both the United States and the European Union attach importance to the construction of the legal and regulatory system of international migration management, the cooperation between countries, the development assistance to the countries of origin of migrants, and the construction of information. The governance of irregular international migration in EU has formed the governance at the national level, the governance at the supranational level and the multi-level governance at the sub-regional level, paying attention to the diversification of governance means. The American and European informal international migration management has the reference significance to Guangzhou. Besides helping to improve laws and regulations at the national level, introducing immigration laws at the right time, strengthening international cooperation, and coordinating domestic related resources, Guangzhou itself also needs to strengthen its institutional construction and integrate relevant forces. Set up a relatively independent professional management team, improve the comprehensive quality of the team, promote, improve the construction of foreigners management community, update technical testing equipment, improve the level of information. In addition, in the area of sub-state governance, while leading by the government, governance also needs to rely on the intellectual resources of universities, scientific research institutions and non-governmental think tanks, rely on the support of social organizations and the public, and only all social forces participate together. Multi-level supervision is the only way to deal with the problem of irregular international migration more effectively.
