【摘要】：英國的執(zhí)行局化改革引發(fā)了中央政府的重大重組和管理方式上的革命,并影響了世界多國的行政改革。它將政府執(zhí)行與決策部門分離,賦予執(zhí)行機構(gòu)一定管理上的自治權(quán)限,借鑒商業(yè)管理模式運行,以詳細的績效管理手段進行考核與監(jiān)督,實際改善了英國政府在效率與公共服務(wù)方面的表現(xiàn)。通過對英國執(zhí)行局的運行模式及改革效果的考察,將為我國的行政改革提供相關(guān)域外的經(jīng)驗借鑒。
[Abstract]:The reform of the executive board in Britain has led to a major reorganization of the central government and a revolution in the way of management, and has affected the administrative reform of many countries in the world. It separates the government execution from the decision-making department, endows the executive organization with certain administrative autonomy authority, uses the commercial management mode for reference, and evaluates and supervises with the detailed performance management means. This has actually improved the performance of the British Government in terms of efficiency and public services. Through the investigation of the operation mode and the reform effect of the British Executive Board, it will provide the relevant overseas experience for the administrative reform of our country.
