【摘要】： 東盟的地區(qū)主義正在經(jīng)歷根本性的變化,傳統(tǒng)的“精英主導(dǎo)的地區(qū)主義”正在向“參與式地區(qū)主義”過渡,這種轉(zhuǎn)變要求東盟更好地發(fā)揮其作為地區(qū)治理管理者的作用。但是,相對于東盟地區(qū)主義的發(fā)展,東盟的機制則呈現(xiàn)出明顯的滯后性和低效率,這也是目前外界質(zhì)疑東盟相關(guān)性的根本原因。那么,東盟的相關(guān)性會不會在21世紀消失呢? 本研究嘗試從東盟的決策機制變遷的角度來回答這一問題。本研究認為,國際政治、地區(qū)政治和國內(nèi)政治的變化豐富了地區(qū)決策的主體,擴大了東盟決策的內(nèi)容,東盟的決策也正在由建立在私人關(guān)系基礎(chǔ)上的精英互動向以機制乃至法制為基礎(chǔ)的協(xié)商式?jīng)Q策轉(zhuǎn)變,東盟決策者在這三個層面上的互動構(gòu)成了東盟的決策系統(tǒng)。但同時,東盟的決策系統(tǒng)也正面臨著深度機制化的轉(zhuǎn)型壓力,這種壓力也促使東盟決策者開始把東盟的機制轉(zhuǎn)型上升到關(guān)系東盟前途的戰(zhàn)略高度。因此,可以預(yù)見的是,盡管過程可能比較緩慢,東盟仍將會通過各種努力來推動?xùn)|盟的轉(zhuǎn)型,這也是未來維持東盟相關(guān)性的根本來源。 對地區(qū)組織決策系統(tǒng)的研究有助于認識地區(qū)組織發(fā)展的內(nèi)在邏輯、決策理性和決策者偏好,有助于系統(tǒng)觀察地區(qū)組織決策中的必然和偶然行為,也可以為中國的地區(qū)組織外交提供借鑒。
[Abstract]:The regionalism of ASEAN is undergoing fundamental changes. The traditional "elite dominated regionalism" is shifting to the "participatory regionalism", which requires ASEAN to play its role as a regional governance manager. However, the mechanism of ASEAN has shown obvious stagnation in relation to the development of the ASEAN region. This is the fundamental reason for the current questioning of ASEAN's relevance. So, will ASEAN's relevance disappear in twenty-first Century?
This study tries to answer this question from the perspective of the change of ASEAN's decision-making mechanism. This study believes that the changes in international politics, regional politics and domestic politics have enriched the subject of regional decision-making, expanded the content of ASEAN decision-making, and the decision-making of ASEAN is also being driven by the mechanism and even the legal system based on the private relationship. The interaction of ASEAN decision-makers on these three levels constitutes the decision-making system of ASEAN, but at the same time, ASEAN's decision-making system is also facing the pressure of deep mechanism transformation. This pressure also encourages ASEAN policymakers to start the transition of ASEAN's mechanism to the strategic height of ASEAN's future. It is foreseeable that, although the process may be relatively slow, ASEAN will continue to promote the transformation of ASEAN through various efforts, which is also the fundamental source of the future maintenance of ASEAN relevance.
The study of regional organization decision-making system will help to understand the internal logic of regional organization development, the rational decision and the preference of decision-makers, which will help to systematically observe the inevitable and accidental behavior in the regional organization decision making, and can also provide reference for the regional organization diplomacy of China.
