【摘要】：美國(guó)兩黨的初選既是總統(tǒng)候選人挑選方式民主化的表現(xiàn),也是兩黨內(nèi)部治理的重要形式。初選制度的主要特征是將決定候選人歸屬的政黨的核心權(quán)力下放給黨員或大眾選民。黨員或選民直接投票或站隊(duì),決定了參選人所能獲得的黨代表支持?jǐn)?shù),而黨代表沒(méi)有自主權(quán),只能按照初選結(jié)果投票,這使得全代會(huì)淪為"橡皮圖章"。初選雖然可以成功地選出候選人,但卻弱化了兩黨的政黨結(jié)構(gòu)和組織體系,抑制了政黨的發(fā)展,這也是美國(guó)政黨體制松散的主要原因。
[Abstract]:The two-party primary election in the United States is not only a manifestation of democratization of presidential candidate selection, but also an important form of internal governance of both parties. The main feature of the primary system is the devolution of the core power of the party to which the candidate belongs to the party members or the general public. Party members or voters directly vote or stand in line, which determines the number of party representatives who can support the candidates. Party representatives have no autonomy and can only vote in accordance with the results of the primary elections, which makes the whole generation become a "rubber stamp." Although the primary election can successfully select candidates, it weakens the political party structure and organizational system of the two parties and inhibits the development of the political parties, which is the main reason for the loose political party system in the United States.
