【摘要】：目前,我國一些地方政府推行的績效管理改革實踐遇到了瓶頸,難題是無法將績效評價結(jié)果用于預算編制。解決該問題需重新回到新公共管理理論思維的原點,清晰界定政策評價與績效測定及資源配置間的關(guān)系。為此,本文重新梳理新公共管理理論的核心思維框架,歸納出政府績效管理的合理流程。通過介紹新西蘭和澳大利亞政府的具體做法,解析績效評價與績效預算間的聯(lián)動關(guān)系,概括出設(shè)計我國績效預算管理模式時應注意的核心問題。
[Abstract]:At present, some local governments have encountered bottlenecks in the practice of performance management reform, and the difficulty is that the results of performance evaluation can not be used in budgeting. To solve this problem, we should return to the origin of the new public management theory and clearly define the relationship between policy evaluation, performance measurement and resource allocation. Therefore, this paper reorganizes the core thinking frame of the new public management theory and induces the reasonable process of government performance management. By introducing the specific practices of the governments of New Zealand and Australia, this paper analyzes the linkage between performance evaluation and performance budget, and summarizes the core issues that should be paid attention to when designing the performance budget management model in China.
