歐洲一體化進程中的英法論爭研究(1950-1993)

【摘要】: 歐洲一體化是二戰(zhàn)后國際政治經(jīng)濟領(lǐng)域產(chǎn)生的一種新現(xiàn)象,它緣起于西歐部分民族國家的利益與政策協(xié)調(diào)過程之中,壯大于成員國為實現(xiàn)利益最大化而實施的多次“授權(quán)”。成員國掌握著歐洲一體化深化與擴大甚至“停滯”的主導(dǎo)權(quán)。其中,關(guān)鍵性的大國作用尤其明顯。英法這兩個歐洲大國,為了優(yōu)先滿足本國的一體化目標,圍繞著一體化建設(shè)展開了激烈的論爭,對一體化進程產(chǎn)生了重大影響。 本文梳理了從歐洲一體化起步到歐盟誕生這一歷史階段(1950-1993)內(nèi)英法兩國間展開的論爭,從三個方面分析了英法論爭的原因:首先是兩國為追求大國地位而采取的一體化策略相沖突;其次是因為兩國不同的經(jīng)濟特征導(dǎo)致它們對一體化政策具有不同的偏好,主要表現(xiàn)在歐共體預(yù)算政策、共同農(nóng)業(yè)政策、貨幣政策這幾個方而;另外兩國不同的文化傳統(tǒng)也影響了它們對一體化所持的態(tài)度,英國的島國思維使它對歐洲一體化“半心半意”,而法國一直都存在著歐洲統(tǒng)一的理想,所以它是歐洲一體化的熱心推動者。本文還論述了英法論爭產(chǎn)生的影響,認為兩國論爭具有辯證性的作用,在阻礙一體化建設(shè)的同時也能起到一定的積極作用,如使歐共體加快政策改革、使一體化發(fā)展更務(wù)實、平穩(wěn)。
[Abstract]:European integration is a new phenomenon in the field of international politics and economy after World War II. It originates from the process of coordinating the interests and policies of some national countries in Western Europe and expands from the "authorization" implemented by member States to maximize their interests. Member states dominate the deepening and expansion of European integration and even stagnation. Among them, the key big country function is especially obvious. In order to meet the goal of integration, Britain and France, two big European countries, have launched a fierce debate around the integration construction, which has had a great impact on the integration process. This paper combs the disputes between Britain and France from the beginning of European integration to the birth of the European Union (1950-1993). This paper analyzes the causes of the controversy between Britain and France from three aspects: firstly, the conflict between the integration strategies adopted by the two countries in pursuit of the status of a great power; secondly, the different economic characteristics of the two countries lead them to have different preferences for the integration policy. They are mainly reflected in the EC budget policy, the common agricultural policy, and the monetary policy. The different cultural traditions of the two countries have also influenced their attitude towards integration. Britain's island mentality makes it "half-hearted" towards European integration, and France has always had the ideal of European unity, so it is an enthusiastic promoter of European integration. This paper also discusses the influence of the debate between Britain and France, and holds that the controversy between the two countries has a dialectical function, which can also play a positive role in hindering the construction of integration, such as speeding up the policy reform of the European Community and making the development of integration more pragmatic.
