【摘要】： 作為一個二戰(zhàn)后才獲得獨立的新興民族國家,新加坡在人民行動黨政府長達半個世紀的領(lǐng)導(dǎo)下,在經(jīng)濟建設(shè)和國家現(xiàn)代化方面取得了舉世矚目的成就。新加坡奇跡的締造歸功于其獨特的威權(quán)政治模式。新加坡的政治體制長期以來保持著多黨競爭的民主外殼,而實際上維持的是人民行動黨一黨獨大的威權(quán)執(zhí)政體制。新加坡獨具特色威權(quán)政治模式的產(chǎn)生受到了英國殖民時代遺留的政治制度和華人移民所保持的文化傳統(tǒng)的雙重影響,它的建立與鞏固在不同歷史時期經(jīng)歷了不同的考驗與挑戰(zhàn)。當代新加坡威權(quán)政治模式的特征是在人民行動黨一黨獨大領(lǐng)導(dǎo)下,通過對社會的滲透管制,對經(jīng)濟的優(yōu)先發(fā)展,對文化共同價值觀的塑造,對法制的嚴苛執(zhí)行,對反腐倡廉的雷厲風行,共同保障其威權(quán)體制的良好運轉(zhuǎn)。新加坡的威權(quán)政治模式對我國當前的政治發(fā)展與政治體制改革具有一定的示范意義與借鑒價值,然而新加坡威權(quán)政治模式又擁有其特殊性和有限適用性,這些同樣值得我國在學(xué)習新加坡治國經(jīng)驗的同時進行認真的思考。
[Abstract]:Under the leadership of the people's Action Party (PAP) government for half a century, Singapore has made remarkable achievements in economic construction and national modernization. The creation of the Singapore miracle is due to its unique authoritarian political model. Singapore's political system has maintained the democratic shell of multiparty competition for a long time, but in fact it maintains the autocratic ruling system of the people's Action Party (PAP). The emergence of Singapore's unique authoritarian political model was influenced by the political system left over by the British colonial era and the cultural tradition maintained by Chinese immigrants. Its establishment and consolidation experienced different tests and challenges in different historical periods. Under the leadership of the people's Action Party (PAP), the dominant party, the authoritarian political model of contemporary Singapore is characterized by its infiltration and control of society, its priority on economic development, its shaping of common cultural values, and its strict enforcement of the legal system. To combat corruption and promote clean government, together to ensure the good operation of its authoritarian system. Singapore's authoritarian political model has certain demonstration significance and reference value to our country's current political development and political system reform. However, Singapore's authoritarian political model also has its particularity and limited applicability. These also deserve our country to learn from Singapore's experience in governing the country at the same time for serious thinking.
